How are you? 00:01:10.25\00:01:12.09 Great... we're so glad that you're here 00:01:12.12\00:01:14.08 and doing such a wonderful job of Take it to the Bank... 00:01:14.11\00:01:16.98 Thank you for letting me be here... 00:01:17.01\00:01:18.57 Absolutely... okay... so I've got some questions for you 00:01:18.61\00:01:22.67 and they actually... because Dare to Dream 00:01:22.71\00:01:25.71 really focuses on inner-city challenges 00:01:25.75\00:01:28.69 and particularly... inner-city relationship 00:01:28.73\00:01:31.64 challenges... financial challenges... 00:01:31.67\00:01:33.65 I'd like to talk to you about a specific issue 00:01:33.69\00:01:36.97 and that is... those that have been 00:01:37.01\00:01:41.75 incarcerated... when they come out of jail... 00:01:41.79\00:01:45.35 what are their options... I've heard so many stories 00:01:45.38\00:01:49.83 about men coming out of prison 00:01:49.86\00:01:52.48 and not being able to find a job 00:01:52.51\00:01:55.05 they want to work but nobody wants to hire them... 00:01:55.09\00:01:58.89 because they're ex-felons... what are their options... 00:01:58.92\00:02:02.69 because people need to know about resources... 00:02:02.73\00:02:05.56 what's out there for them? 00:02:05.60\00:02:06.94 I think number one would be... be open to assistance, 00:02:06.97\00:02:10.21 and realize that there are some programs 00:02:10.25\00:02:12.32 that are out there that are quite interesting... 00:02:12.35\00:02:14.14 Hmmm... the one that we're working on 00:02:14.18\00:02:16.39 in California has a coach that helps individuals 00:02:16.42\00:02:20.68 and they provide them a litany of services 00:02:20.71\00:02:23.50 a variety of services such as... legal help... 00:02:23.54\00:02:26.32 such as... job placement such as... savings-match program 00:02:26.36\00:02:30.62 such as a variety of things as well as 00:02:30.65\00:02:33.35 overcoming those barriers to the work environment 00:02:33.38\00:02:36.47 so I would ask them to get involved 00:02:36.50\00:02:38.06 with those types of programs... 00:02:38.10\00:02:39.59 But how does a... you know... you just come out of prison 00:02:39.63\00:02:41.49 how do you even know where to go? 00:02:41.53\00:02:42.85 Where are the resources? You don't... you don't... 00:02:42.88\00:02:45.28 What's the name of the Program 00:02:45.32\00:02:46.90 and how do I find it and what's the process 00:02:46.93\00:02:49.75 so, let's start with that... what's the name 00:02:49.78\00:02:51.55 of a Program that does that? 00:02:51.59\00:02:53.35 For example, there is a Program called an 00:02:53.38\00:02:56.65 Independent Development Account 00:02:56.68\00:02:58.45 which is a savings-match program 00:02:58.49\00:02:59.95 Okay... is it Federally funded? 00:02:59.99\00:03:02.25 It's Federally funded to specific non-profits 00:03:02.29\00:03:05.15 in that geography or location, there are specific stipulations 00:03:05.18\00:03:09.39 for getting access to the Program such as... 00:03:09.42\00:03:11.39 you will need to sit through a financial literacy course, 00:03:11.42\00:03:14.06 for five or six hours... Is it hard? 00:03:14.09\00:03:16.26 It's not hard at all to get into the actual literacy 00:03:16.30\00:03:19.32 program... because... to understand how money works 00:03:19.35\00:03:22.34 we want to give you that type of education... 00:03:22.37\00:03:24.87 now, we've been qualified to do it in several locations already 00:03:24.90\00:03:28.07 so that... once they sit through my Program 00:03:28.11\00:03:30.75 they're qualified to get access to those programs... 00:03:30.78\00:03:34.22 Ah... so you'll be able to offer that service to ex-offenders... 00:03:34.26\00:03:39.30 That's correct... yeah... Oh, that's wonderful... 00:03:39.34\00:03:41.70 in fact we're doing that through an Organization 00:03:41.74\00:03:44.18 a non-profit in California that works with... 00:03:44.21\00:03:46.61 they call it a Project Fatherhood 00:03:46.65\00:03:48.33 and/or other types of projects that are associated with 00:03:48.36\00:03:51.89 people that are coming out of incarceration 00:03:51.93\00:03:53.79 and it's quite interesting because you sit with them, 00:03:53.82\00:03:56.67 and provide that type of information 00:03:56.71\00:03:58.95 and it's nice because we are actively engaging 00:03:58.98\00:04:04.44 with these young men... and you can see it in their eyes 00:04:04.47\00:04:07.63 once they engage... they understand... 00:04:07.67\00:04:09.68 the consumer versus producer, Ah... 00:04:09.71\00:04:11.66 and what excites them is the Savings Match... 00:04:11.69\00:04:13.98 because I said, if you want to start a business, 00:04:14.01\00:04:16.51 Right... if you reach your savings goals, 00:04:16.55\00:04:19.32 they will write you a check... match the amount... 00:04:19.35\00:04:21.89 and send it to that Organization that you'd like to start 00:04:21.93\00:04:24.39 the business with... Wait a minutes... so now... 00:04:24.42\00:04:27.42 okay... so this is exciting... because now you're telling me 00:04:27.46\00:04:30.42 that someone comes out of prison... 00:04:30.46\00:04:34.36 and they can actually receive funding... 00:04:34.40\00:04:37.57 to start a business... Yes, with certain 00:04:37.60\00:04:40.70 pre-qualifications... that is exactly right... 00:04:40.73\00:04:43.20 Okay, so, some of the pre-qualifications 00:04:43.23\00:04:45.99 are of course the six-hour course? 00:04:46.02\00:04:48.83 Yeah... Are there other stipulations 00:04:48.86\00:04:51.59 for them that you know of... right off the bat? 00:04:51.63\00:04:54.25 Yes... there'll be income qualifications... 00:04:54.28\00:04:56.86 Okay... if you make a $100,000 a year 00:04:56.90\00:04:59.74 or more... you're probably not going to get into the Program... 00:04:59.78\00:05:02.67 if you are a Ph. D. or Master's you probably won't get into 00:05:02.70\00:05:05.56 the Program... but if you don't have your 00:05:05.60\00:05:07.93 High School diploma yet or may have your GED 00:05:07.96\00:05:10.22 and working on a college degree, you can probably get access 00:05:10.26\00:05:15.06 to the Program if you fit some income requirements... 00:05:15.10\00:05:17.23 so if you typically make $45,000 $20,000 a year or less... 00:05:17.27\00:05:21.17 depending on the specific program 00:05:21.20\00:05:23.48 so, there'll be variables involved, 00:05:23.52\00:05:25.89 but "yes" to answer the question, 00:05:25.92\00:05:28.22 yes, they could find access to funding... 00:05:28.26\00:05:30.64 see that's incredible because I remember, 00:05:30.67\00:05:32.98 when I was living in Dallas, and I remember seeing 00:05:33.02\00:05:37.23 a job fair Ad... and actually... 00:05:37.26\00:05:42.19 there was a news report about a job fair that was being 00:05:42.22\00:05:46.03 held for ex-felons... and one of the fallacies... 00:05:46.07\00:05:48.69 is that... well... they don't want to work... 00:05:48.72\00:05:51.28 Well, that's not true... the line went around the corner 00:05:51.31\00:05:55.03 so, it's not a matter of people not wanting to work... 00:05:55.07\00:05:58.76 it's a matter of them A. not knowing about the 00:05:58.79\00:06:01.99 resources available... and not being able to be 00:06:02.02\00:06:05.18 tapped into those resources, because... 00:06:05.22\00:06:08.45 they don't even know about them, so this is such great news... 00:06:08.48\00:06:12.38 Let's talk a little bit about the matching... 00:06:12.41\00:06:15.28 because what is that about... what is the funds-matching deal, 00:06:15.31\00:06:20.50 how does that work? 00:06:20.54\00:06:21.98 They want to start the process of getting people 00:06:22.02\00:06:25.10 in the habit of saving money, Hmmm... 00:06:25.13\00:06:28.22 so what they do is that they set up a bank account 00:06:28.26\00:06:31.27 for the individual... and if the individual will save 00:06:31.31\00:06:34.69 every month... they have a goal that they need to meet 00:06:34.73\00:06:38.08 for savings... and they can't touch that money 00:06:38.11\00:06:39.98 until they reach their goal... even after they reach 00:06:40.01\00:06:42.48 the goal... what happens is... you make a selection 00:06:42.52\00:06:44.92 of what you want the funds for after you reach your goal 00:06:44.95\00:06:47.66 so if you want it for down payment on the house 00:06:47.69\00:06:50.02 if you want it for a new car, 00:06:50.05\00:06:51.15 if you want it for tuition for college 00:06:51.19\00:06:52.69 or if you want to start a small business... 00:06:52.72\00:06:54.25 you select that up-front... depending on the Program... 00:06:54.29\00:06:57.84 now there are programs that will give you a 2 to 1 00:06:57.87\00:06:59.83 3 to 1... there's even a 4 to 1 match... 00:06:59.86\00:07:01.86 so if you save $2,000 you can get an $8,000 match 00:07:01.90\00:07:05.82 and you'll have $10,000 written towards a car... 00:07:05.86\00:07:09.16 written towards tuition, written towards specific 00:07:09.20\00:07:12.47 your goal that you would like to have had... 00:07:12.51\00:07:14.92 It's amazing... oh, so the money isn't coming to you 00:07:14.96\00:07:17.72 it's going to... that goal. Exactly... 00:07:17.75\00:07:22.13 Like if it's a tuition, it goes toward the school... 00:07:22.17\00:07:25.05 Yeah... you should see the eyes the light 00:07:25.09\00:07:28.99 how it lights up in people's eyes... 00:07:29.02\00:07:30.81 Come on... tell me... tell me... I leave a lecture and I walk 00:07:30.84\00:07:34.33 I'm walking away because they have other types 00:07:34.37\00:07:36.15 of groups they have that are meeting, 00:07:36.19\00:07:37.78 but they'll run out the room 00:07:37.82\00:07:38.87 after you and say, "Hey, I'm interested in that, 00:07:38.90\00:07:41.42 can you tell me more... I'd like to be a part of that... 00:07:41.46\00:07:43.69 I want to become a Producer... can you show me how to get it, 00:07:43.73\00:07:46.72 to the form of that match program" 00:07:46.75\00:07:49.35 and it's exciting to see 00:07:49.39\00:07:50.90 that they're engaging... Yes... 00:07:50.94\00:07:53.48 and these are smart men... Oh yeah... 00:07:53.52\00:07:55.99 they know and they understand but there are barriers 00:07:56.03\00:07:58.76 to employment that they need to overcome 00:07:58.80\00:08:00.97 and there are resources that they can be linked to 00:08:01.00\00:08:06.71 to help them get there... That is such a critical 00:08:06.74\00:08:09.56 critical piece... to know that A. there are resources... 00:08:09.70\00:08:13.85 first of all... they know the barriers... 00:08:13.88\00:08:15.82 because they're confronted with them all the time... 00:08:15.85\00:08:18.44 we, as people 00:08:18.47\00:08:21.19 who have not had those issues, 00:08:21.22\00:08:23.86 don't necessarily know what those barriers are 00:08:23.89\00:08:27.12 we've not experienced that... but they get it all the time, 00:08:27.15\00:08:30.32 so, it's so great to know that there are some resources 00:08:30.36\00:08:34.55 out there that are available to them... 00:08:34.58\00:08:37.91 can you tell us a story or an incident 00:08:37.95\00:08:41.21 where you know of someone that's taken advantage of one 00:08:41.24\00:08:44.99 of these programs and they've had some kind of success with it 00:08:45.02\00:08:48.82 I've been told of several situations 00:08:48.85\00:08:52.63 of young people... 18 or above is pretty much the case... 00:08:52.66\00:08:57.94 but they have been involved in the match... 00:08:57.98\00:09:00.07 they've successfully got to their objective, 00:09:00.11\00:09:02.14 they got the match funded towards purchasing a car, 00:09:02.17\00:09:05.27 for example, Hmmm... 00:09:05.31\00:09:06.48 I know of some situations where one has had the match 00:09:06.52\00:09:09.20 towards putting a down payment on the house... 00:09:09.24\00:09:11.64 that was nice... for the family 00:09:11.68\00:09:13.98 to have a place to stay, so there are several success 00:09:14.02\00:09:17.82 stories... and if they would like to call 00:09:17.85\00:09:19.98 me or go to the website, I can link them to many 00:09:20.01\00:09:23.33 success stories that have formally been... 00:09:23.37\00:09:25.90 have happened over the past several months... 00:09:25.93\00:09:28.43 and years from this Program... 00:09:28.46\00:09:29.71 That's tremendous... you know there's a gentleman 00:09:29.75\00:09:32.50 an Adventist gentleman in California 00:09:32.53\00:09:35.13 who has a Program... he was building prisons... 00:09:35.17\00:09:39.83 and in his prison... this was so touching to me, 00:09:39.86\00:09:44.46 because, he had a specific kind of prison going on... 00:09:44.49\00:09:50.41 at first the prisoners were 00:09:50.45\00:09:54.17 allowed to use... like... they were on one wing 00:09:54.21\00:09:57.28 of the facility... 00:09:57.31\00:09:58.86 and they were called by their last names... 00:09:58.90\00:10:02.18 they were given respect, 00:10:02.22\00:10:04.72 their diets were changed, 00:10:04.76\00:10:07.19 it was a Point System... and so, if they didn't have 00:10:07.23\00:10:13.63 any violent issues, they got points, 00:10:13.67\00:10:16.18 if they did certain things, they got points, 00:10:16.21\00:10:19.66 and they found that the crimes and the 00:10:19.70\00:10:24.33 violent outbursts were so minimized on that 00:10:24.36\00:10:29.29 in that part of the Facility, that it was just amazing... 00:10:29.33\00:10:34.51 their diets changed, they were introduced to the Lord 00:10:34.54\00:10:39.69 so many things happened and... then... oh... 00:10:39.72\00:10:42.79 it's Terry Moreland... thank you Lord... 00:10:42.83\00:10:44.93 I was trying to think of his name 00:10:44.96\00:10:46.28 Terry Moreland has these homes, so, okay, so after you get 00:10:46.31\00:10:52.56 out of prison, then... 00:10:52.60\00:10:55.35 you can be a part of this particular Program... 00:10:55.39\00:10:59.08 with this Program... 00:10:59.12\00:11:00.47 and I went out to California and saw these homes... 00:11:00.51\00:11:04.34 with this Program, you're trained while you're in 00:11:04.37\00:11:08.29 prison to build homes, so that you build your own home, 00:11:08.32\00:11:15.43 you build a home for your family, 00:11:15.47\00:11:17.66 so you come out from there and you're building a home 00:11:17.69\00:11:22.07 for your family and we're not talking about 00:11:22.11\00:11:24.33 like a matchbox home... we're talking about a house 00:11:24.37\00:11:27.36 that has marble countertops and all that... 00:11:27.40\00:11:31.14 and all you have to do... to stay in it... 00:11:31.18\00:11:34.89 is... you have to keep out of trouble 00:11:34.92\00:11:38.16 you can't have any issues with the law... 00:11:38.20\00:11:41.41 and you have to continue to pay the rent... 00:11:41.45\00:11:44.43 but you can work at McDonald's and afford it... 00:11:44.47\00:11:47.39 so, it's giving people... so the recidivism rate is so low 00:11:47.42\00:11:52.63 because you're giving men a sense of dignity... 00:11:52.66\00:11:55.20 you're giving them an opportunity 00:11:55.23\00:11:57.02 to take care of their families, 00:11:57.06\00:11:58.76 you're giving them an opportunity 00:11:58.79\00:12:00.45 to build their own homes, 00:12:00.49\00:12:02.15 these are the kinds of situations 00:12:02.19\00:12:04.71 and things that we... resources that are available... 00:12:04.75\00:12:08.65 and some people would say, "Well, who cares about them... 00:12:08.69\00:12:12.68 they've made mistakes, they messed up with Society... " 00:12:12.72\00:12:16.68 suppose God said that about us, Wow... yes... 00:12:16.71\00:12:19.28 right... who cares about them, so, this Program is so valuable 00:12:19.32\00:12:27.15 and the one that you mentioned with the matching 00:12:27.19\00:12:30.91 it's not even a loan... it's matching 2 and 3 and 4 times 00:12:30.94\00:12:36.46 what the ex-offender has... that's tremendous... 00:12:36.50\00:12:40.68 Yes... and with that... 00:12:40.71\00:12:42.07 we'll be able to see... a lowered crime rate... 00:12:42.11\00:12:45.90 it's critical because if we don't do something... 00:12:45.93\00:12:49.16 to change things... people are just going to be 00:12:49.19\00:12:52.15 in this system... over and over and over again... 00:12:52.18\00:12:55.10 so tell us about some additional resources 00:12:55.14\00:12:58.69 that are available because that... 00:12:58.72\00:13:00.17 what I just mentioned was just one Program... 00:13:00.20\00:13:03.08 but I know that you know several Programs... 00:13:03.11\00:13:05.92 tell us about some other things that are available... 00:13:05.95\00:13:08.11 Sure, there was a book that I read, 00:13:08.15\00:13:10.09 a little while back, it's called, 00:13:10.12\00:13:11.93 "Why don't they just get a job?" 00:13:11.96\00:13:13.68 Hmmm... it's talking about those 00:13:13.71\00:13:15.36 that are willing and able to work but they have 00:13:15.40\00:13:18.15 barriers to that success, Hmmm... 00:13:18.19\00:13:20.03 as we've talked about it, I tried to get some experience 00:13:20.06\00:13:22.58 with some of our foster-care youth 00:13:22.62\00:13:23.98 in California which was a very revealing experience... 00:13:24.01\00:13:27.86 so there are a variety of services 00:13:27.89\00:13:29.87 that are now becoming more available... 00:13:29.91\00:13:31.58 Mental Health Issues, the issues to transportation, 00:13:31.61\00:13:34.98 family concerns... when we talk about self-sufficiency 00:13:35.01\00:13:38.34 and people being able to carry their own 00:13:38.37\00:13:40.08 after they get out of a difficult situation, 00:13:40.11\00:13:42.28 that's one of the challenges 00:13:42.31\00:13:43.73 we found and for across the United States, 00:13:43.77\00:13:47.11 each specific market... the cost of living can change 00:13:47.15\00:13:50.92 substantively... so in Los Angeles, Riverside, 00:13:50.95\00:13:53.63 where I come from... the cost to exist with a family 00:13:53.67\00:13:57.62 with three children, one may need Day care... 00:13:57.65\00:14:01.01 one may need Kindergarten care, one may be in Grade School, 00:14:01.04\00:14:04.63 can be upwards of $55,000 to $60,000 a year... 00:14:04.67\00:14:07.51 and so there needs to be some benefit... 00:14:07.54\00:14:10.28 to bridge the gap for any type of family... 00:14:10.31\00:14:12.98 that needs tax incentives, that needs Day care... 00:14:13.02\00:14:16.52 that needs transportation to get them 00:14:16.55\00:14:18.84 to the work environment... and also, 00:14:18.88\00:14:21.10 they need a Step-up Project where they can go from 00:14:21.13\00:14:24.02 $8 an hour up to $15 or $16 an hour 00:14:24.06\00:14:27.44 that may be beneficial to help them make ends meet 00:14:27.47\00:14:30.48 in a better way... the Program that I see 00:14:30.51\00:14:33.09 as really beneficial is some of the 00:14:33.13\00:14:35.31 financial literacy programs surrounding financial literacy, 00:14:35.35\00:14:38.46 the kids are not necessarily getting everything they need, 00:14:38.49\00:14:41.57 from the standpoint of what money is really about... 00:14:41.60\00:14:44.84 it seems to be more of a watered-down perspective... 00:14:44.88\00:14:48.08 and so we've developed a curriculum 00:14:48.11\00:14:49.72 for these young people and we're beginning to see 00:14:49.76\00:14:52.30 a really good response from the kids... 00:14:52.34\00:14:54.67 now, it's incentivized now especially for those 00:14:54.71\00:14:57.86 18 and above... that if you sit through 00:14:57.90\00:14:59.91 the four different parts of the Program, 00:14:59.95\00:15:01.89 you are now qualified to get into a Matching Savings Program 00:15:01.93\00:15:05.33 and when they understand that they can get free money, 00:15:05.36\00:15:08.32 they will typically stay and come to the different programs, 00:15:08.35\00:15:13.55 For sure... so now you get them... 00:15:13.58\00:15:15.05 Hmmm... hmmm... and now we ask them three things 00:15:15.08\00:15:17.36 I'm revealing part of the curriculum 00:15:17.40\00:15:18.94 but we expect them to listen... for the audio people... a little 00:15:18.97\00:15:23.43 we expect them to use the visuals that we use, 00:15:23.47\00:15:26.36 for those who like to see things and learn from seeing... 00:15:26.40\00:15:29.94 but they all need to engage in the conversations 00:15:29.98\00:15:33.44 and we use relevant topics on an ongoing basis 00:15:33.48\00:15:36.91 that makes the learning... a reality... 00:15:36.94\00:15:40.43 so we talk about take-home assignments, 00:15:40.47\00:15:43.89 go and watch this YouTube video about this... 00:15:43.93\00:15:47.67 or about these sports people, or these types of things... 00:15:47.71\00:15:50.22 and we'll come back and talk about it... 00:15:50.26\00:15:52.20 from the context of finance... or how about taxes... 00:15:52.24\00:15:56.29 do you know that the football players get a... 00:15:56.33\00:15:58.47 over their lifetime... make about $60 million a year? 00:15:58.50\00:16:01.38 I mean, $60 million over the course of their 3 to 5 years... 00:16:01.41\00:16:04.97 in the league... but... they spend as if 00:16:05.27\00:16:08.90 they've made $60 million... but they forget that taxes are 00:16:08.94\00:16:12.45 a part of their lives... so they're spending at 60... 00:16:12.48\00:16:15.34 but they're only going to be bringing home 30... 00:16:15.37\00:16:17.68 Hmmm... that creates a problematic 00:16:17.72\00:16:19.92 cycle for these wealthy individuals, 00:16:19.96\00:16:22.10 and then you talk about... look at some of these actors 00:16:22.13\00:16:25.46 or actresses who've had their bank account seized by the IRS 00:16:25.49\00:16:29.03 because they haven't paid taxes, and there are a lot 00:16:29.06\00:16:31.66 of those conversations... and because they 00:16:31.69\00:16:33.83 identify with these people on a daily basis... 00:16:33.87\00:16:35.94 they see them on television, on movies and what not... 00:16:35.98\00:16:38.35 they can now be in a relevant conversation 00:16:38.39\00:16:41.55 which is a third part of it... is they have to interact... 00:16:41.58\00:16:44.25 and when you find... and you see the kids... 00:16:44.28\00:16:46.77 or young adults beginning to engage... 00:16:46.81\00:16:49.34 Hmmm... and talk back and forth, 00:16:49.37\00:16:51.04 that's where the learning happens... 00:16:51.08\00:16:52.67 And these are at-risk youth... are they not? 00:16:52.71\00:16:54.72 Yes... yes... they are at-risk youth... 00:16:54.76\00:16:55.91 and these are young people that have been in and out 00:16:55.94\00:16:58.85 of the Foster-Care System?
