They sewed a flag and built a fence, 00:00:55.95\00:01:00.79 they fought back and today all of us are the beneficiaries 00:01:00.82\00:01:06.96 of their fight. 00:01:07.00\00:01:09.13 The story of the Eureka Stockade is more than a famous 00:01:10.93\00:01:15.00 battle in our history, it's a fundamental milestone 00:01:15.04\00:01:18.97 on Australia's road to Democracy. In today's episode 00:01:19.01\00:01:23.45 we will travel back to the 1850's and walk with 00:01:23.48\00:01:27.08 the gold miners and their families from Bakery Hill 00:01:27.12\00:01:30.72 to the Eureka Stockade. 00:01:30.75\00:01:32.45 This is Peter Lalor, he was elected as a Victorian member of 00:01:57.28\00:02:01.05 Parliament in 1856 and served as the speaker of the house here 00:02:01.08\00:02:05.82 for seven years from 1880 to 1887. 00:02:05.85\00:02:09.79 But in 1854 after leading a rebellion of gold miners 00:02:09.82\00:02:14.76 at Eureka, 27-year-old Peter Lalor was the most wanted man 00:02:14.80\00:02:19.70 in Australia with a reward of over $25,000 for anyone 00:02:19.73\00:02:25.24 who handed him in to the police. 00:02:25.27\00:02:27.38 How Peter Lalor went from rebellious fugitive to a long- 00:02:27.41\00:02:32.35 standing member of Parliament in only two years, 00:02:32.38\00:02:35.22 is just one small part of the fascinating story of 00:02:35.25\00:02:39.35 Democracy in Australia. 00:02:39.39\00:02:41.12 The Eureka Stockade is often referred to the Eureka Legend 00:02:41.16\00:02:48.83 or a Revolution. The reality is just a sad story of violent 00:02:48.86\00:02:54.90 bloodshed, it's the events before and after Eureka 00:02:54.94\00:02:58.97 that are legendary in their own right. 00:02:59.01\00:03:01.01 And with a foundation for a freedom, 00:03:01.04\00:03:03.35 we take for granted today. 00:03:03.38\00:03:05.81 Over 270 soldiers were instructed to attack the 00:03:10.12\00:03:14.46 Stockade built at the Eureka mining site at 4:00 a.m. 00:03:14.49\00:03:18.83 on Sunday morning. They silently surrounded the sleeping miners 00:03:18.86\00:03:23.03 in the Stockade, there was a 15 minute battle. 00:03:23.06\00:03:26.27 The diggers in the stockade at the time were asleep, 00:03:26.33\00:03:30.07 outnumbered, outgunned, and unskilled fighters. 00:03:30.11\00:03:34.28 The tragedy happened after the battle, it was bayonets 00:03:34.31\00:03:40.22 not bullets that did the most damage. 00:03:40.25\00:03:42.55 Crazed soldiers and police thrust their blades into the 00:03:42.58\00:03:46.39 dead and dying, others surrounded tents and sliced 00:03:46.42\00:03:50.69 and jabbed at the bullet riddled canvas. Then the order was given 00:03:50.73\00:03:54.90 to burn to the ground all the tents in the stockade and 00:03:54.93\00:03:58.60 vicinity. Tents were set afire with people sleeping in them 00:03:58.63\00:04:02.84 or still containing bodies of wounded or dead. 00:04:02.87\00:04:06.04 By the time the sun was up, it was all over, the troops and 00:04:06.07\00:04:12.65 police returned to their camp cheering, meanwhile the people 00:04:12.68\00:04:16.79 of the Ballarat woke to the smell of burning canvas 00:04:16.82\00:04:20.06 and the sounds of weeping. 00:04:20.09\00:04:21.72 A local man wrote in his diary: The brave Nobel hearts did not 00:04:21.76\00:04:27.90 turn their swords on armed men, but galloped among the tents 00:04:27.93\00:04:33.03 shooting at women and cutting down defenseless men. 00:04:33.07\00:04:36.67 New widows recognizing the bloody remains of their 00:04:36.71\00:04:40.38 slaughtered husband, children screaming, and crying around 00:04:40.41\00:04:44.98 the dead father. Cowardly and the monstrous cruelties, 00:04:45.01\00:04:49.58 it is a dark indelible stain on a British Government. 00:04:49.62\00:04:55.72 Just seven days after Victoria declared its independence from 00:04:58.96\00:05:02.86 New South Wales, gold was found in central Victoria. 00:05:02.90\00:05:06.94 When gold was discovered, it seemed that overnight 00:05:06.97\00:05:11.01 the workers of Australia had gone AWOL, farms, 00:05:11.04\00:05:14.81 building sites, ships, police barracks, government offices, 00:05:14.84\00:05:18.75 shearing sheds all were deserted. 00:05:18.78\00:05:21.58 News of Victoria supposedly infinite supply of gold 00:05:21.62\00:05:26.05 were shared in Newspapers and letters in London, Edenborough, 00:05:26.09\00:05:30.26 Dublin, Paris, Warsaw, Munich, Washington, Toronto, and 00:05:30.29\00:05:36.03 Shanghai and the people rushed to Victoria. 00:05:36.06\00:05:39.30 The early diggers of the 1850s were not the professional miners 00:05:39.33\00:05:44.97 of the 1860s, a decade later, they were individual speculators 00:05:45.01\00:05:50.25 anxious about their families living conditions, 00:05:50.28\00:05:52.88 eager to make their fortune with gold and go home. 00:05:52.91\00:05:57.12 Gold mining was back breaking hard work with no guarantee of 00:05:57.15\00:06:02.62 a find. For every family that did well, two or three lived in 00:06:02.66\00:06:07.93 complete poverty. In order to dig each miner had to purchase 00:06:07.96\00:06:15.44 a monthly gold license like this one which cost the 00:06:15.47\00:06:19.14 equivalent of one week's wages. The license fee was a head tax 00:06:19.17\00:06:24.51 not an income tax and it was instantly detested by all the 00:06:24.55\00:06:29.75 miners. You could sink a shaft next to your neighbor 00:06:29.78\00:06:34.89 you could both wallow in the dark and wet earth for five/six, 00:06:34.92\00:06:38.83 nine months bailing out the constant seeping water 00:06:38.86\00:06:42.96 and your neighbor might find the gold infused riverbed 00:06:43.00\00:06:47.44 while your hole only leads to a bend in the underground river 00:06:47.47\00:06:51.44 missing the gold completely. 00:06:51.47\00:06:53.21 He wins you lose but you still have to pay your license fee, 00:06:53.24\00:06:58.61 month in, month out gold or no gold. 00:06:58.65\00:07:04.15 Bigger hunts were conducted five days a week, 00:07:04.19\00:07:07.59 16 bullies on horseback, their muskets loaded and swords drawn 00:07:07.62\00:07:12.76 would descend on the diggings accompanied by 50 soldiers on 00:07:12.79\00:07:17.70 foot bound with clubs, they would demand each digger show 00:07:17.73\00:07:23.71 their even if it was left in a tent, would be chained to tree 00:07:23.74\00:07:29.64 logs once the tiny lock-up was full. 00:07:29.68\00:07:31.91 Honest but poor license defaulters were chained together 00:07:31.95\00:07:36.52 with hardened thieves and assorted ex-convicts from 00:07:36.55\00:07:39.85 Van Diemen's Land, women were incarcerated with men. 00:07:39.89\00:07:43.99 This is Bakery Hill in Ballarat, it's at a junction of several 00:07:44.03\00:07:52.90 key roads in the city, today it's filled with shops and 00:07:52.93\00:07:57.67 restaurants. In 1954 Bakery Hill was much the same, 00:07:57.71\00:08:03.81 it was the natural hub of Goldfield's activity because 00:08:03.85\00:08:08.18 all roads met in this natural gulley. It was here that the 00:08:08.22\00:08:13.05 hotel's gold buyers and merchants congregated. 00:08:13.09\00:08:16.99 On the 11th of November, 1854 a scorching hot Sunday 00:08:17.03\00:08:22.43 10,000 people met here at Bakery Hill to complain about 00:08:22.46\00:08:27.10 the police and the license hunts. The Ballarat Community 00:08:27.14\00:08:31.67 wanted to express outrage that their license fees were used 00:08:31.71\00:08:35.94 to support a police force that did not prevent crime 00:08:35.98\00:08:39.18 and was mostly corrupt. At this meeting the Ballarat Reform 00:08:39.21\00:08:44.95 League was established. They drafted a document 00:08:44.99\00:08:48.22 The Ballarat Reform League Charter, we can easily read this 00:08:48.26\00:08:53.63 document today at the old Treasury Building in Melbourne. 00:08:53.66\00:08:57.20 Anyone can freely visit the Old Treasury Building here in 00:08:57.23\00:09:02.60 Melbourne and wander into this room, here under-glass 00:09:02.64\00:09:07.01 is the faded blue paper of an original copy of the 00:09:07.04\00:09:10.88 Ballarat Reform League Charter. 00:09:10.91\00:09:12.75 In this quiet room, it can be easy to forget the angst and 00:09:12.78\00:09:17.95 frustration that resulted in the drafting of the document. 00:09:17.99\00:09:21.96 The Bakery Hill Meeting on the 11th of November 1854 00:09:21.99\00:09:27.06 is now considered the first formal step on the march through 00:09:27.10\00:09:31.63 Australian Democracy. 00:09:31.67\00:09:33.30 What did the diggers wright in their Charter? 00:09:33.34\00:09:36.47 The Charter laid out five basic demands: Free and fair 00:09:36.50\00:09:41.71 representation for all in Parliament. Votes for all men 00:09:41.74\00:09:45.81 without any property conditions. Ability of any person to stand 00:09:45.85\00:09:51.02 for election to the legislative council. Salaries for those 00:09:51.05\00:09:54.96 elected. And fixed terms for those elected. 00:09:54.99\00:09:58.56 Sound familiar? Each of these five points we take for granted 00:09:58.59\00:10:04.17 today, each of them are vital to the operation of Australia's 00:10:04.20\00:10:08.94 Federal Elections. The members of the Ballarat Formal League 00:10:08.97\00:10:13.07 didn't just pull these requests from thin air, to understand why 00:10:13.11\00:10:17.51 they made these requests, we need to look at the background 00:10:17.55\00:10:20.88 of the members themselves. 00:10:20.92\00:10:22.72 This is a map that is part of the Eureka Memorial in 00:10:29.82\00:10:33.80 Ballarat, those who immigrated into their thousands to the 00:10:33.83\00:10:38.30 Victorian gold fields, aspired to something different from 00:10:38.33\00:10:42.90 the old power structures they knew at home. 00:10:42.94\00:10:46.07 These dates on the memorial are a code for understanding 00:10:46.11\00:10:50.58 the demands in the Ballarat Reform League Charter, 1776 00:10:50.61\00:10:57.29 was the American War of Independence. Many miners 00:10:57.32\00:11:00.86 in Ballarat came from California bringing with them 00:11:00.89\00:11:04.93 values of personal freedom and independence. 1789 was the 00:11:04.96\00:11:11.23 French Revolution which shocked Europe when it deposed a 00:11:11.27\00:11:15.50 monarchy and established a French Republic. 00:11:15.54\00:11:18.47 1798 was the Irish War of Independence and many miners 00:11:18.51\00:11:23.95 were Irish. 1848 saw the formation of Italy as a country, 00:11:23.98\00:11:29.65 in 1854 all of these global forces for change and 00:11:29.68\00:11:34.82 revolution are not just our history lessons, for the miners 00:11:34.86\00:11:39.36 the dig is here in Ballarat. 00:11:39.39\00:11:40.93 They are lived experiences topics for newspaper articles 00:11:40.96\00:11:45.33 and debate, the very fabric of the social structure of the 00:11:45.40\00:11:49.74 world was being tested and changed through these events. 00:11:49.80\00:11:54.08 This was the melting pot of Eureka, every single miner 00:11:54.11\00:11:59.41 was aware of some kind of cultural struggle or change 00:11:59.45\00:12:03.32 in their home countries. 00:12:03.35\00:12:05.42 On the 29 of November, at another monster meeting 00:12:05.45\00:12:10.96 on Bakery Hill, of 15,000 people almost a half the total 00:12:10.99\00:12:15.80 population of Ballarat at the time. Many diggers lined up 00:12:15.83\00:12:20.10 to throw their licenses on a bonfire, an act of communal 00:12:20.14\00:12:24.51 protest. A flag was hoisted, not a national flag, 00:12:24.54\00:12:29.61 but a purpose made flag. This is the flag that we now know 00:12:29.64\00:12:35.22 as the Eureka flag, the people of Ballarat called it the 00:12:35.25\00:12:40.59 Australian flag, it was inspired by the one thing that united 00:12:40.62\00:12:46.13 each and every resident of Ballarat, the constellation 00:12:46.16\00:12:50.57 of the Southern Cross. 00:12:50.60\00:12:51.93 Those five bright stars were the first thing that immigrants 00:12:51.97\00:12:56.97 saw when they crossed the invisible line in the ocean 00:12:57.01\00:13:00.11 into the southern hemisphere. 00:13:00.14\00:13:02.44 The Victorian Governor had rejected the charter 00:13:06.31\00:13:09.75 presented by the Ballarat Reform League, the diggers felt 00:13:09.78\00:13:13.36 under siege ignored by the governor, now elected leader 00:13:13.39\00:13:17.56 to represent them and persecuted by the local authorities. 00:13:17.59\00:13:21.43 They burned their licenses in protest under a flag that 00:13:21.46\00:13:26.17 united them and then went home. 00:13:26.20\00:13:28.90 The next day, the soldiers and police decided to show 00:13:28.94\00:13:35.08 force by instigating a massive license hunt. 00:13:35.11\00:13:38.25 The mounted police began to gallop among the tents 00:13:38.28\00:13:42.08 firing shots into the crowded tents where women and children 00:13:42.12\00:13:46.02 were sheltering. The confused crowd tried to scatter, 00:13:46.05\00:13:49.99 police were pelted with mud, stones, and broken bottles, 00:13:50.03\00:13:53.96 soldiers dropped to one knee and aimed their guns at the 00:13:54.00\00:13:58.30 people. Miners jumped down holes and women and men 00:13:58.33\00:14:02.60 tried to disappear behind tents. 00:14:02.64\00:14:05.07 As news of the chaos and random firing of the crowd, including 00:14:07.28\00:14:11.41 women and children spread, other sympathetic diggers 00:14:11.45\00:14:15.12 downed tools to seek information. 00:14:15.15\00:14:18.15 From all directions on the diggings, people walked in the 00:14:18.19\00:14:22.72 direction of Bakery Hill, the Australian flag was once again 00:14:22.76\00:14:27.10 flying, those who came had lost faith in the government 00:14:27.13\00:14:31.17 through hunger, grief, shame, disappointment, harassment, 00:14:31.20\00:14:37.17 indignity, humiliation and powerlessness, the object was 00:14:37.21\00:14:42.48 now self-defense. The leaders of Ballarat had shown 00:14:42.51\00:14:47.75 that they would fire upon a civilian crowd, 00:14:47.78\00:14:50.09 this was the way masters treated servants and dogs. 00:14:50.12\00:14:54.16 The people looked for a leader and from the crowds 00:14:54.22\00:14:58.19 the 27-year-old Irishman Peter Lalor, his father was an Irish 00:14:58.23\00:15:02.60 MP and his eldest brother fought in the young Irish movement 00:15:02.63\00:15:06.97 in Ireland. 00:15:07.00\00:15:08.34 Peter Lalor stepped from the crowd and led the assembled 00:15:08.37\00:15:11.81 group of 1,000 diggers wives and children on a march from 00:15:11.84\00:15:16.75 Bakery Hill to Eureka, they took the flag with them. 00:15:16.78\00:15:21.02 The group now led by Peter Lalor decided to throw up 00:15:21.05\00:15:26.42 a hasty barricade. There needed to be a place of shelter to 00:15:26.45\00:15:30.96 protect those diggers who had burned their licenses. 00:15:30.99\00:15:33.50 They grabbed any suitable material they could find 00:15:33.53\00:15:37.77 to build a barricade, overturned carts, empty barrels 00:15:37.80\00:15:42.44 felled trees, thick slabs used to line mine shaft. 00:15:42.47\00:15:47.41 When it was finished, Peter Lalor led the group back to 00:15:47.44\00:15:52.31 Bakery Hill and raised the Australia flag, he then kneeled, 00:15:52.35\00:15:56.79 removed his hat and raised his hand towards the flag and made 00:15:56.82\00:16:02.29 this oath. We swear by the flag of the seven crafts to stand 00:16:02.32\00:16:09.00 truly by each other and fight to defend our rights 00:16:09.03\00:16:14.00 and liberties. The group moved back down the hill to the 00:16:14.04\00:16:19.31 stockade, it was sunset Thursday evening, there would be a 00:16:19.34\00:16:24.51 standoff until just before dawn Sunday morning. 00:16:24.55\00:16:28.68 Twice over the next two days Peter Lalor sent representatives 00:16:28.72\00:16:35.29 to the government camp to try to negotiate a suspension 00:16:35.32\00:16:38.96 of the license hunts until the people had the opportunity 00:16:38.99\00:16:42.53 to put their case against the licensing system to the governor 00:16:42.56\00:16:46.67 their representatives were ignored. 00:16:46.74\00:16:50.07 During the day there were at least 1,500 people 00:16:50.11\00:16:56.44 crammed into the stockade, most slept in their own tents 00:16:56.48\00:17:00.15 at night as the stockade was to prevent the arrest of unlicensed 00:17:00.18\00:17:03.99 diggers and there had never been a license hunt at night. 00:17:04.02\00:17:07.46 The diggers expected that Sunday would be the customary 00:17:07.49\00:17:11.73 day of rest and many of them left the stockade on 00:17:11.76\00:17:15.03 Saturday evening to do thing with their families. 00:17:15.06\00:17:17.83 The stockade emptied out, even the local priest encouraged 00:17:17.87\00:17:22.20 everyone in the stockade to come to church on Sunday. 00:17:22.24\00:17:26.54 Many of the soldiers at Ballarat had been on 24-hour century duty 00:17:26.57\00:17:32.21 for days without sleep, washing or changing clothes 00:17:32.25\00:17:36.38 and it had been pouring rain overnight. 00:17:36.42\00:17:39.85 The soldiers and police were badly paid and living in crammed 00:17:39.89\00:17:43.93 conditions. Over 540 weary soldiers were kept on constant 00:17:43.96\00:17:49.66 alert by the military captain fed on rumors of an imminent 00:17:49.70\00:17:54.30 attack. The order was given to march on the stockade 00:17:54.34\00:17:58.31 at 2:00 a.m., the soldiers eagerly made their way here 00:17:58.34\00:18:02.38 to this ground. 00:18:02.41\00:18:04.31 Today Eureka is a lovely park, tall trees and a playground 00:18:06.45\00:18:13.19 that's constructed to look like a stockade with soldiers out 00:18:13.22\00:18:17.23 the front, in fact, it's so peaceful, we have to try 00:18:17.26\00:18:22.06 very very hard to imagine the chaos, panic, fear, and death 00:18:22.10\00:18:28.44 that happened here. 00:18:28.47\00:18:31.31 Following the battle many miner and soldiers lay dead. 00:18:31.34\00:18:36.81 Later that day, most of the dead miners were carried in 00:18:36.85\00:18:41.38 rough coffins on drays here to Ballarat' s old cemetery 00:18:41.42\00:18:45.59 and buried in a common grave. 00:18:45.62\00:18:47.52 This monument marks the location and lists their names. 00:18:47.56\00:18:52.49 This is it, the flag that inspired a rebellion, 00:18:58.93\00:19:02.94 that inspired those who were down-trodden to take a stand. 00:19:02.97\00:19:07.38 There were squares missing because the soldiers cut out 00:19:07.41\00:19:11.25 souvenirs, but it's still beautiful isn't it? 00:19:11.28\00:19:14.72 It was sewn in secret, such a massive flag to sew secretly. 00:19:14.75\00:19:21.26 The people in Ballarat were not disloyal to the queen, 00:19:21.29\00:19:24.99 they didn't want to change the system of government, 00:19:25.03\00:19:27.96 they just wanted to be included in it. 00:19:28.00\00:19:30.77 At no time did they launch an assault on authorities, 00:19:30.80\00:19:34.37 they were not insurgents, they were not revolutionaries, 00:19:34.40\00:19:38.07 they rebelled against an unpopular and viciously policed 00:19:38.11\00:19:42.34 tax when all peaceful means of protest had been rebuffed. 00:19:42.38\00:19:46.35 They fought back when attacked by the military in a preemptive 00:19:46.38\00:19:51.32 strike intended to restore government authority 00:19:51.35\00:19:54.16 without listening to the people, they sewed a flag and built 00:19:54.19\00:19:59.66 a fence. Thirteen miners were selected to face charges of 00:19:59.69\00:20:06.00 high treason, the trials dissolved in fast making a 00:20:06.03\00:20:10.97 laughingstock of the government, no jury would convict the miners 00:20:11.01\00:20:15.58 and there was no evidence of treason. 00:20:15.61\00:20:17.78 A royal commission investigating the gold fields recommending 00:20:17.81\00:20:23.25 that the licensing laws be replaced with a system 00:20:23.28\00:20:26.86 where miners paid a tax on gold they found rather than on the 00:20:26.89\00:20:31.96 possibility of finding gold. 00:20:31.99\00:20:33.86 The mining license was replaced by a one pound yearly 00:20:33.90\00:20:38.53 miners right. Peter Lalor came out of hiding and in 1855, 00:20:38.57\00:20:44.47 he was one of the two diggers leaders voted into the 00:20:44.51\00:20:48.81 legislative assembly to represent Ballarat. 00:20:48.84\00:20:51.95 So, one year after the Eureka violence, the miners had 00:20:51.98\00:20:57.15 representation in Parliament, within three years, 00:20:57.19\00:21:00.52 the right to vote was given to all male British subjects 00:21:00.56\00:21:04.73 over the age of 21, this is the legendary result of Eureka. 00:21:04.76\00:21:10.47 But equality wasn't given to all, Australia had to wait 00:21:10.50\00:21:14.90 another 48 years before the passing of the Commonwealth 00:21:14.94\00:21:18.61 Franchise Act in 1902 gave white women full political 00:21:18.64\00:21:23.51 equality with men and made Australia the most 00:21:23.55\00:21:26.55 Democratic Nation in the world. 00:21:26.58\00:21:28.85 Aboriginal men and women would not receive these rights until 00:21:28.88\00:21:33.39 the 1960's. Many of the issues simmering in Ballarat during 00:21:33.42\00:21:40.43 1854, were the results of poor actions by the leaders in 00:21:40.46\00:21:44.77 government, police, and military. 00:21:44.80\00:21:46.74 Corrupt leaders, selfish leaders, power-hungry leaders, 00:21:46.77\00:21:50.81 leaders greedy for money and prestige. 00:21:50.84\00:21:53.44 Today, we have the right to choose our political leaders 00:21:53.48\00:21:57.71 who then regulate the laws that govern our police and 00:21:57.75\00:22:01.32 military. It's a right we take for granted today but in 1854 00:22:01.35\00:22:07.02 a bonfire of injustice and violence burned many 00:22:07.06\00:22:11.53 who had been suffering in poverty without the right 00:22:11.56\00:22:14.86 of representation. So, how can we show that we appreciate the 00:22:14.90\00:22:19.10 Legacy of Eureka? How can we show that we value the gift of 00:22:19.13\00:22:23.30 being able to have a say in the selection of our 00:22:23.34\00:22:26.61 representatives in government? Well, while in prison 00:22:26.64\00:22:30.38 the Apostle Paul wrote many letters, in one letter to 00:22:30.41\00:22:34.48 Timothy, Paul reminded him about the power of prayer 00:22:34.52\00:22:38.49 in supporting leaders.
