Great, how are you? 00:01:18.21\00:01:19.57 Well, listen, I am excited about this broadcast, 00:01:19.61\00:01:22.31 this program. 00:01:22.34\00:01:23.68 Now I'm going to start with you, Officer Franklin. 00:01:23.71\00:01:25.75 How long have you been an officer 00:01:25.78\00:01:27.62 of Detroit Police Department? 00:01:27.65\00:01:29.38 I've been a police officer for 21 years now. 00:01:29.42\00:01:31.99 And what was the deciding factor 00:01:32.02\00:01:33.82 for you to become a police officer? 00:01:33.86\00:01:35.62 The deciding factor for me to become police officer 00:01:35.66\00:01:38.03 was when I was younger, you know, 00:01:38.06\00:01:40.56 my parents or friends said don't become a police officer, 00:01:40.60\00:01:42.86 you might get shot and killed. 00:01:42.90\00:01:45.13 And so I was like, you know what? 00:01:45.17\00:01:46.50 I'm going to live my life. 00:01:46.53\00:01:47.87 I'm, you know, do what God said do. 00:01:47.90\00:01:49.57 So I ended up being a police officer at the age of 23. 00:01:49.60\00:01:53.11 And since then, yes. 00:01:53.14\00:01:55.04 So what are some of the challenges that you faced, 00:01:55.08\00:01:57.48 you know, dealing with the public, 00:01:57.51\00:01:59.58 you know, the community in court, 00:01:59.61\00:02:01.58 do you have to do all of that? 00:02:01.62\00:02:03.59 Yes. 00:02:03.62\00:02:04.95 Some of the challenges are growing up, 00:02:04.99\00:02:08.42 like I work in the neighborhood that I grew up in, 00:02:08.46\00:02:11.09 so I see some of the people that I grew up with, 00:02:11.13\00:02:14.13 and they still respect me and stuff. 00:02:14.16\00:02:16.36 So go back, For instance, one of the young men, 00:02:16.40\00:02:20.77 he was in my wedding and I go back on that block, 00:02:20.80\00:02:24.31 used to check upon him, you know, he was selling drugs. 00:02:24.34\00:02:27.41 So I know he was selling drugs. 00:02:27.44\00:02:28.78 So I tried to give him a heads up, 00:02:28.81\00:02:30.15 you know, man, don't be doing that, 00:02:30.18\00:02:32.08 you know, talking to him, you know, 00:02:32.11\00:02:34.05 trying to minister to him, but he wouldn't listen. 00:02:34.08\00:02:36.82 So one, one day he got shot in the head 00:02:36.85\00:02:41.82 and ended up living and he was blind in one eye. 00:02:41.86\00:02:46.09 So, you know, I still go back over there 00:02:46.13\00:02:47.93 and talking to him, you know, him and his mother 00:02:47.96\00:02:49.90 and stuff because they still stay over there. 00:02:49.93\00:02:52.10 So what ended up happening a year later, 00:02:52.13\00:02:56.04 you know, he was back to doing the same thing. 00:02:56.07\00:02:58.84 So got that phone call such and such been shot, 00:02:58.87\00:03:03.45 this time he didn't make it. 00:03:03.48\00:03:04.81 He didn't make it. He didn't make it. 00:03:04.85\00:03:06.18 So he went right back to the same lifestyle. 00:03:06.21\00:03:07.68 Same lifestyle. 00:03:07.72\00:03:09.05 And he didn't make it, and how old was he, 00:03:09.08\00:03:10.42 do you know how old he was? 00:03:10.45\00:03:11.79 He was at the time 26. 00:03:11.82\00:03:15.69 His early 20s? Yes. 00:03:15.72\00:03:17.23 So that is so unfortunate. 00:03:17.26\00:03:20.06 I hear you mentioning God and your faith 00:03:20.10\00:03:22.16 and your walk with God. 00:03:22.20\00:03:24.03 You know, how important is that to you 00:03:24.07\00:03:26.13 as you go out into the community? 00:03:26.17\00:03:28.20 It's very important because I'm dealing with 00:03:28.24\00:03:31.04 the community, you got to have patience 00:03:31.07\00:03:33.74 and that's one of the big, biggest aspects. 00:03:33.78\00:03:36.18 You know, this patience because sometimes 00:03:36.21\00:03:38.18 people get in your face, 00:03:38.21\00:03:39.85 you know, they try to curse you out 00:03:39.88\00:03:42.55 and sometimes you got to just stand back 00:03:42.58\00:03:44.15 and be patient, sometimes you got to just listen. 00:03:44.19\00:03:46.72 So can I give you a little role play here, 00:03:46.76\00:03:48.32 suppose you are trying to arrest me. 00:03:48.36\00:03:50.49 All right. And I'm like, you can't arrest me. 00:03:50.53\00:03:52.83 I haven't done anything. 00:03:52.86\00:03:54.26 Who do you think you are, 00:03:54.30\00:03:55.73 thinking you going to arrest me? 00:03:55.76\00:03:57.10 And you're not going to even think about arresting me, 00:03:57.13\00:03:58.73 you know, I have rights. 00:03:58.77\00:04:01.64 What do you do in a situation like that? 00:04:01.67\00:04:03.37 Just let them voice their pain. Really? 00:04:03.41\00:04:05.21 Let them see. 00:04:05.24\00:04:06.57 Yes At the end of the day though, 00:04:06.61\00:04:07.94 I make sure at the end of the day, 00:04:07.98\00:04:09.31 I make sure my camera's rolling. 00:04:09.34\00:04:10.68 Turn on my camera. 00:04:10.71\00:04:12.05 So if she does do anything disorderly, 00:04:12.08\00:04:13.65 as she start cursing me out, drawing a crowd, 00:04:13.68\00:04:17.62 inciting a riot, and then that would give me 00:04:17.65\00:04:19.49 probable cause to lock her up. 00:04:19.52\00:04:21.06 Wait a minute. You all wear cameras? 00:04:21.09\00:04:22.52 Yes. That's a camera. 00:04:22.56\00:04:23.89 Yes. 00:04:23.93\00:04:25.26 So how long have you been wearing cameras? 00:04:25.29\00:04:27.20 We been wearing body cameras for, 00:04:27.23\00:04:29.00 I want to say about four years now. 00:04:29.03\00:04:31.60 Now I heard about the highway patrols, 00:04:31.63\00:04:35.10 they have the cameras. 00:04:35.14\00:04:36.74 Yes. 00:04:36.77\00:04:38.11 But you have body cameras and then you push that button 00:04:38.14\00:04:40.94 and it goes right to the station 00:04:40.98\00:04:42.41 and is recording. 00:04:42.44\00:04:43.78 No, it just start recording in our body. 00:04:43.81\00:04:45.15 Okay. 00:04:45.18\00:04:46.51 Once the light is red, it'll just start recording. 00:04:46.55\00:04:47.98 And that's your proof that 00:04:48.02\00:04:49.35 you did not ignite that argument 00:04:49.38\00:04:51.85 or that problem? 00:04:51.89\00:04:53.22 Correct. And also to protect you? 00:04:53.25\00:04:54.72 Yes. My goodness. 00:04:54.76\00:04:56.49 Now I see you have pepper spray, 00:04:56.52\00:04:59.03 you have handcuffs, you have... 00:04:59.06\00:05:01.63 Tasers. Tasers. 00:05:01.66\00:05:03.50 And that taser will just knock me out. 00:05:03.53\00:05:06.50 Yes, it will. Oh, my goodness. 00:05:06.53\00:05:08.00 It's not a pleasant feeling. It's not. 00:05:08.04\00:05:10.11 And you know, when you go out, do you, 00:05:10.14\00:05:12.97 sometime you have to go when you get home, 00:05:13.01\00:05:14.61 go back out again on call, back on duty? 00:05:14.64\00:05:18.35 No, because what I do is community policing. 00:05:18.38\00:05:21.35 So maybe a lot of times 00:05:21.38\00:05:22.72 we might have events on a weekend. 00:05:22.75\00:05:25.25 So we might have to come in to cover events like 00:05:25.29\00:05:27.56 they having something big at a church or something 00:05:27.59\00:05:29.52 or a big block party, 00:05:29.56\00:05:31.56 we'll come and assist them. 00:05:31.59\00:05:33.80 You know what I've noticed? 00:05:33.83\00:05:35.33 I'm going to the grocery store now, Chaplain Berry, 00:05:35.36\00:05:38.47 I'm going to the grocery store now. 00:05:38.50\00:05:40.94 And there are police officers in the grocery store, 00:05:40.97\00:05:44.17 armed police officers at the front door. 00:05:44.21\00:05:47.78 And it's like, has it gotten that bad, 00:05:47.81\00:05:50.51 I know we have mass shootings. 00:05:50.55\00:05:52.25 We have issues. We have problems. 00:05:52.28\00:05:54.28 But to have now police officers in grocery stores 00:05:54.32\00:05:58.65 and they are watching, they're walking. 00:05:58.69\00:06:00.66 They might maybe some who are undercover, 00:06:00.69\00:06:03.43 but these gentlemen are dressed just like you. 00:06:03.46\00:06:05.89 And one day I looked, I said, 00:06:05.93\00:06:07.53 well maybe they're just there talking. 00:06:07.56\00:06:09.30 Came back a couple of weeks later, 00:06:09.33\00:06:11.20 No, they were there again fully armed everything, 00:06:11.23\00:06:15.14 not checking receipts either. 00:06:15.17\00:06:16.60 All right? 00:06:16.64\00:06:17.97 So that is something 00:06:18.01\00:06:19.34 that is now moving into all our stores? 00:06:19.37\00:06:21.78 Yes. I explained that what it is called secondary employment. 00:06:21.81\00:06:25.25 So what we have is some of our vendors 00:06:25.28\00:06:27.48 like Meyers or Chrysler, 00:06:27.52\00:06:29.72 they'll pay the police officers to stay there. 00:06:29.75\00:06:32.72 Like they pay our salary and they cover us. 00:06:32.75\00:06:35.46 Like if something happened to us, 00:06:35.49\00:06:37.69 they have to pay insurance on us also 00:06:37.73\00:06:39.73 just in case something happened while we there. 00:06:39.76\00:06:41.53 So versus security guards now they're doing, 00:06:41.56\00:06:43.70 using police officers. 00:06:43.73\00:06:45.07 Yes. 00:06:45.10\00:06:46.43 I see because security guards didn't wear carry arm. 00:06:46.47\00:06:48.54 They weren't armed. Correct. 00:06:48.57\00:06:50.01 But you all are armed. Yep. 00:06:50.04\00:06:51.37 It's a liability with having securities. 00:06:51.41\00:06:53.58 But if you have somebody in the law enforcement 00:06:53.61\00:06:55.71 that knows the law and know when to draw, 00:06:55.74\00:06:58.05 when to use deadly force, 00:06:58.08\00:06:59.61 then you don't have a liability. 00:06:59.65\00:07:01.25 So it's a win-win situation for the police officer 00:07:01.28\00:07:04.32 who making extra money 00:07:04.35\00:07:05.89 and the company knowing that it's the law. 00:07:05.92\00:07:10.73 So when you went through the police academy, 00:07:10.76\00:07:13.13 was it rigorous for you? 00:07:13.16\00:07:14.50 Was it hard? Did you ever feel like giving up? 00:07:14.53\00:07:17.17 And, I never felt like giving up 00:07:17.20\00:07:19.63 because it was something I always wanted to do. 00:07:19.67\00:07:21.90 When I got in there, just stay motivated by my peers 00:07:21.94\00:07:24.87 and stuff and just kept fighting through, 00:07:24.91\00:07:26.64 even though it was rough, 00:07:26.68\00:07:28.01 you know, I was like, no, 00:07:28.04\00:07:29.38 I want to become a police officer 00:07:29.41\00:07:30.75 what I want to do so, you know, 00:07:30.78\00:07:32.11 just stay in motivating, motivated. 00:07:32.15\00:07:34.42 So even, you know, like when we run, 00:07:34.45\00:07:36.58 we'll do like maybe two or three miles a day running. 00:07:36.62\00:07:39.59 So we have to call out cadence like spiritual. 00:07:39.62\00:07:42.76 That's even now. 00:07:42.79\00:07:44.13 Yeah, they still do that. Yes, yes. 00:07:44.16\00:07:46.03 So, you know, me being spiritual, 00:07:46.06\00:07:48.93 being a Godly man and you know, 00:07:48.96\00:07:50.47 us calling out spiritual cadence. 00:07:50.50\00:07:52.87 So, you know, the saying, 00:07:52.90\00:07:54.70 you know, live right, live right. 00:07:54.74\00:07:56.20 Be safe, be safe, you know, 00:07:56.24\00:07:57.57 and then they repeat whatever you say. 00:07:57.61\00:07:58.97 So let's put a godly atmosphere in there through the academy. 00:07:59.01\00:08:02.61 That is wonderful. 00:08:02.64\00:08:04.31 Well, all right, hold on a minute. 00:08:04.35\00:08:06.35 Chaplin Berry, 00:08:06.38\00:08:07.72 now I learned something about you today, 00:08:07.75\00:08:09.65 I didn't know you were a police officer, you know? 00:08:09.68\00:08:12.75 I'm police chaplain, yeah. 00:08:12.79\00:08:14.12 Yeah, police chaplain, 00:08:14.16\00:08:15.49 and you did a marvelous job in the Word of God. 00:08:15.52\00:08:19.93 You spoke not too long ago for police, 00:08:19.96\00:08:21.70 our police day at church. 00:08:21.73\00:08:23.47 Is that what we had when we had all the police officers? 00:08:23.50\00:08:25.43 Yeah, law enforcement appreciation. 00:08:25.47\00:08:26.80 Law enforcement appreciation. Yes. 00:08:26.84\00:08:28.87 It was a beautiful program. 00:08:28.90\00:08:31.17 And so then you came back 00:08:31.21\00:08:32.64 and talked about the prison program. 00:08:32.67\00:08:34.81 I want to do. I want to get involved with prison ministry. 00:08:34.84\00:08:37.18 Okay. I really do, you know? 00:08:37.21\00:08:39.38 Let's talk about what you do in your role 00:08:39.41\00:08:41.45 with these gentlemen? 00:08:41.48\00:08:42.85 Okay. Well, I'm a chaplain. 00:08:42.88\00:08:45.35 Actually I'm the commander of the police centers, 00:08:45.39\00:08:47.39 spiritual commander. 00:08:47.42\00:08:48.76 So I have six chaplains under me 00:08:48.79\00:08:51.09 that we take care of all the spiritual needs 00:08:51.13\00:08:52.59 of all the officers. 00:08:52.63\00:08:53.96 It's about 150 so officers there on all three shifts. 00:08:54.00\00:08:57.83 So we just attend to their needs and we, 00:08:57.87\00:09:00.84 I do roll call, whatever they need 00:09:00.87\00:09:02.87 from sometimes we marry them, sometimes we have to bury them. 00:09:02.90\00:09:06.64 So whatever we need to do, we do everything in between. 00:09:06.68\00:09:09.38 Wow. 00:09:09.41\00:09:10.75 Give me an example of a day, 00:09:10.78\00:09:12.61 you know, of your life there at the precinct? 00:09:12.65\00:09:14.78 Give me an example? 00:09:14.82\00:09:16.32 Well, it starts off at roll call, 00:09:16.35\00:09:18.59 You know, you get roll call, 00:09:18.62\00:09:19.95 you hear about what's going on for the day 00:09:19.99\00:09:21.62 and what happened the previous day. 00:09:21.66\00:09:23.76 And then we pray for the officers, 00:09:23.79\00:09:25.49 then we all go out. 00:09:25.53\00:09:26.86 Sometimes I go out, sometimes I don't, 00:09:26.90\00:09:28.23 I just come in and do roll call, 00:09:28.26\00:09:29.60 but then I walk around the precinct, 00:09:29.63\00:09:30.97 talk to the officers 00:09:31.00\00:09:32.33 and see what's going on with them. 00:09:32.37\00:09:33.70 If I notice somebody kind of standoffish a little bit, 00:09:33.74\00:09:36.00 I go over and talk to them and try to see 00:09:36.04\00:09:37.51 what's going on with them. 00:09:37.54\00:09:38.87 So when you say buried, do you also go 00:09:38.91\00:09:40.68 and minister to the family? 00:09:40.71\00:09:42.04 Yes. 00:09:42.08\00:09:43.41 You know, is that difficult for you? 00:09:43.45\00:09:44.78 It is. 00:09:44.81\00:09:46.15 Especially if you, and you know these officers 00:09:46.18\00:09:48.05 and there'll be, and they're killed 00:09:48.08\00:09:49.42 in the line of duty? 00:09:49.45\00:09:50.79 Well, not necessarily killed in the line of duty, 00:09:50.82\00:09:52.42 but some of them just pass on, 00:09:52.45\00:09:53.79 you know, for other illnesses and stuff like that. 00:09:53.82\00:09:55.39 Other illnesses too. 00:09:55.42\00:09:56.76 And so, and then when you minister to the family, 00:09:56.79\00:09:58.39 sometime, you know what the last officer 00:09:58.43\00:10:00.16 that ministered today, 00:10:00.20\00:10:01.53 the family asked me to do a service. 00:10:01.56\00:10:02.90 Wow. 00:10:02.93\00:10:04.27 So, you know, when I don't see you in church 00:10:04.30\00:10:06.07 is that you're busy ministering to these officers 00:10:06.10\00:10:09.80 or you're in other churches speaking, 00:10:09.84\00:10:11.67 I know, but you know, and I know I see you at church 00:10:11.71\00:10:14.81 often, and I know you've been praying for your mother also. 00:10:14.84\00:10:17.81 Yes, thank you. 00:10:17.85\00:10:19.18 So your role, why did you want to do this? 00:10:19.21\00:10:22.55 Why? Well, I... 00:10:22.58\00:10:24.42 It's ironic, it's strange because the precinct 00:10:24.45\00:10:27.92 that I'm now serving, 00:10:27.96\00:10:29.29 I was also locked up in that precinct 00:10:29.32\00:10:30.66 some years ago. 00:10:30.69\00:10:32.03 So, but as God called me to do ministry, 00:10:32.06\00:10:36.70 I was reluctant to do it. 00:10:36.73\00:10:38.50 But then after so many years I said yes to the Lord. 00:10:38.53\00:10:41.77 So I went to ministry school and then I asked God, 00:10:41.80\00:10:44.57 what did He want me to do? 00:10:44.61\00:10:45.94 And that was to be a public servant. 00:10:45.97\00:10:48.18 So I started doing ministry for the hospitals, 00:10:48.21\00:10:51.35 the nursing homes and stuff like that. 00:10:51.38\00:10:52.71 And then my dean asked me one day he said, 00:10:52.75\00:10:56.75 I looked at you, and I said, 00:10:56.79\00:10:58.35 I know what kind of personality you have. 00:10:58.39\00:11:00.59 This kind of ministry would be good for you. 00:11:00.62\00:11:02.89 So he asked me to sign up 00:11:02.92\00:11:04.26 for the Detroit Police Department and I did. 00:11:04.29\00:11:06.03 I went to the academy. Yeah. Okay. 00:11:06.06\00:11:07.40 You kind of ran over something real fast 00:11:07.43\00:11:09.20 and you minister to us about it on Sabbath. 00:11:09.23\00:11:12.23 Then you said the same precinct 00:11:12.27\00:11:13.60 where you are, you were locked up. 00:11:13.64\00:11:14.97 Can you tell us why? 00:11:15.00\00:11:16.57 Well, it's domestic violence you know, 00:11:16.60\00:11:19.37 going through some changes in life, 00:11:19.41\00:11:21.54 went through a divorce and so I had some issues 00:11:21.58\00:11:23.81 and trying to leave a divorce 00:11:23.85\00:11:25.35 and I was trying to leave that marriage 00:11:25.38\00:11:28.12 and I didn't do it successfully. 00:11:28.15\00:11:30.52 So I got into some trouble trying to leave 00:11:30.55\00:11:33.05 and I wind up getting locked up. 00:11:33.09\00:11:34.52 And then, so I was actually in the same precinct. 00:11:34.56\00:11:36.93 So I said, you know, I said, God must have a sense of humor. 00:11:36.96\00:11:40.53 So, but now I look at it in a different light. 00:11:40.56\00:11:44.33 I said, God has something for me to do. 00:11:44.37\00:11:46.43 But I thought if you have been arrested, 00:11:46.47\00:11:48.90 but you weren't a felon? 00:11:48.94\00:11:50.27 I wasn't a felon. 00:11:50.31\00:11:51.64 So you could apply to the academy? 00:11:51.67\00:11:53.01 Correct. Okay. 00:11:53.04\00:11:54.38 Now you mentioned something else in church 00:11:54.41\00:11:55.74 that we had the statistic rates of women now being arrested. 00:11:55.78\00:12:00.72 Can we talk a little bit about that? 00:12:00.75\00:12:02.45 Well, women are being charged with crimes more 00:12:02.48\00:12:04.99 so than in the past. 00:12:05.02\00:12:06.49 You know, we know that women are being called to do 00:12:06.52\00:12:10.66 with these men to do these armed robberies 00:12:10.69\00:12:13.03 and other similar crimes. 00:12:13.06\00:12:15.23 And they get locked up just like the men 00:12:15.26\00:12:16.90 do because they committed a crime, 00:12:16.93\00:12:19.07 not as much as the men, but they do have 00:12:19.10\00:12:21.67 a small increase in their numbers 00:12:21.70\00:12:24.91 of being incarcerated now. 00:12:24.94\00:12:26.64 Are they still building prisons, Officer Franklin. 00:12:26.68\00:12:30.65 I mean, we have an issue of population 00:12:30.68\00:12:33.85 being overcrowded? 00:12:33.88\00:12:35.22 No. 00:12:35.25\00:12:36.58 So what they did now, 00:12:36.62\00:12:37.95 all the precincts used to have jails. 00:12:37.99\00:12:39.65 Yes. 00:12:39.69\00:12:41.02 But they shut them all down and centralized them down 00:12:41.06\00:12:42.62 at the Detroit Detention Center. 00:12:42.66\00:12:44.16 Really? 00:12:44.19\00:12:45.53 So whenever we get arrest, we all have to take them 00:12:45.56\00:12:47.40 down to the Detroit Detention Center. 00:12:47.43\00:12:49.20 Is that right? Yes. 00:12:49.23\00:12:51.10 Okay. Now they're building a new jail downtown... 00:12:51.13\00:12:55.04 Yes. They're doing that. 00:12:55.07\00:12:57.01 You know, crime is still on the rise. 00:12:57.04\00:12:59.67 So what can you say to me as a woman, 00:12:59.71\00:13:03.04 I'm out and about at night, 00:13:03.08\00:13:05.05 I'm out and about during the day, 00:13:05.08\00:13:06.41 I go to church, I come to my office. 00:13:06.45\00:13:08.12 How can I protect myself better? 00:13:08.15\00:13:10.29 I say protect yourself better. 00:13:10.32\00:13:12.19 Be honest to make sure you always be alert. 00:13:12.22\00:13:16.52 Even when pumping gas, 00:13:16.56\00:13:18.13 you know, pump your gas like this to your back, 00:13:18.16\00:13:21.43 not in front where you're not alert where you can't see 00:13:21.46\00:13:24.10 nobody coming from behind you. 00:13:24.13\00:13:25.67 So if you're pumping your gas, just like this, 00:13:25.70\00:13:27.20 just to be, you know, 00:13:27.24\00:13:28.97 make sure nobody's trying to come up behind you. 00:13:29.00\00:13:30.97 Wait a minute.
