Yes. 00:00:57.15\00:00:58.49 And I'm sure there's a few other subtitles 00:00:58.52\00:01:00.69 that you carry because there's so many aspects 00:01:00.72\00:01:03.32 to carrying on the religious liberty 00:01:03.36\00:01:05.49 and public affairs work, 00:01:05.53\00:01:06.86 which really is presenting our church generally. 00:01:06.90\00:01:10.13 But mostly we're talking about 00:01:10.17\00:01:11.87 religious liberty on this program. 00:01:11.90\00:01:13.87 And there's something 00:01:13.90\00:01:15.24 that's even before I started with Liberty Magazine, 00:01:15.27\00:01:18.51 just as the Seventh-day Adventist 00:01:18.54\00:01:19.87 looking at this whole issue, 00:01:19.91\00:01:22.11 the question of state aid, 00:01:22.14\00:01:23.78 public monies to support religion, 00:01:23.81\00:01:26.78 usually to education, hot topic. 00:01:26.82\00:01:29.88 And when I started about 20 years ago, 00:01:29.92\00:01:32.35 it was the hottest topic under the rubric of vouchers. 00:01:32.39\00:01:36.02 Yes. 00:01:36.06\00:01:37.39 And I can remember, 00:01:37.43\00:01:38.76 you might not, but I sent an email. 00:01:38.79\00:01:40.76 You talk about social media and the risk, 00:01:40.80\00:01:43.00 but I sent an email once to the power people 00:01:43.03\00:01:46.33 and I said, "You know, we need to get over it. 00:01:46.37\00:01:47.77 That is yesterday's issue." 00:01:47.80\00:01:50.47 Yeah. But it's come back. 00:01:50.51\00:01:51.84 It's come back or coming back big time. 00:01:51.87\00:01:53.58 Yes, it is. 00:01:53.61\00:01:54.94 It used to be called parochial aid. 00:01:54.98\00:01:57.31 That became I guess politically incorrect, 00:01:57.35\00:02:00.32 told you too much about what vouchers did. 00:02:00.35\00:02:03.82 Vouchers is more generic. 00:02:03.85\00:02:05.82 Anybody could have a voucher. 00:02:05.85\00:02:07.52 Vouchers seem to be good things. 00:02:07.56\00:02:09.66 You know, you get a hotel, 00:02:09.69\00:02:11.03 and maybe they'll give you a meal voucher, 00:02:11.06\00:02:12.99 so all of these things are... 00:02:13.03\00:02:15.33 And it disrupts the apparent passage of money. 00:02:15.36\00:02:19.03 It's not as easy. 00:02:19.07\00:02:20.40 In some people's minds they say, 00:02:20.44\00:02:21.77 well, the government's not giving the money. 00:02:21.80\00:02:23.61 You know, they're giving it to the parent 00:02:23.64\00:02:25.37 or an intermediary 00:02:25.41\00:02:26.88 and then they give it to the church, 00:02:26.91\00:02:29.34 but the government sees it as their funding of... 00:02:29.38\00:02:32.91 Yeah, its indirect aid to religious schools. 00:02:32.95\00:02:35.55 Yeah. It's what it is. 00:02:35.58\00:02:37.29 And in the territory 00:02:37.32\00:02:39.12 that I work and direct and cover, 00:02:39.15\00:02:41.72 we have eight states in the southeast 00:02:41.76\00:02:45.43 and all eight of them 00:02:45.46\00:02:47.16 have a little bit of a different approach. 00:02:47.20\00:02:49.53 One of the first places in my territory 00:02:49.56\00:02:52.27 that we had the issue of vouchers was in Florida. 00:02:52.30\00:02:55.84 And in Florida, I think it was 1999, 00:02:55.87\00:02:59.47 the Supreme Court of Florida said that vouchers 00:02:59.51\00:03:02.78 did something that was very important in Florida. 00:03:02.81\00:03:06.01 And that was that they violated 00:03:06.05\00:03:08.38 Florida's Blaine Amendment. 00:03:08.42\00:03:10.75 And Florida has the Blaine Amendment 00:03:10.79\00:03:12.42 that says, "No money will be taken from the treasury 00:03:12.45\00:03:15.76 either directly or indirectly 00:03:15.79\00:03:17.66 to aid a religion or a sect or a church." 00:03:17.69\00:03:20.53 I forgot... 00:03:20.56\00:03:21.90 I remember the discussions 00:03:21.93\00:03:23.26 of the Blaine amendment years ago. 00:03:23.30\00:03:24.87 So long since I heard it, 00:03:24.90\00:03:26.23 I'd really forgotten how specific it was. 00:03:26.27\00:03:27.60 Yeah, so named after Senator Blaine. 00:03:27.64\00:03:30.91 He later became, I think... 00:03:30.94\00:03:33.17 Was he... 00:03:33.21\00:03:36.85 I think he was secretary of state, 00:03:36.88\00:03:38.21 maybe I'm thinking of someone else. 00:03:38.25\00:03:40.28 In fact, I don't remember. 00:03:40.32\00:03:42.28 He started the Blaine amendments by... 00:03:42.32\00:03:46.19 What I just said, you know, no aid 00:03:46.22\00:03:48.32 shall be given to religion, sex, or churches. 00:03:48.36\00:03:53.06 He started it on the federal level. 00:03:53.09\00:03:55.06 This is in the 1880s. 00:03:55.10\00:03:56.87 And he wanted to pass a federal bill 00:03:56.90\00:03:59.93 that would prohibit this. 00:03:59.97\00:04:02.27 It never quite made it through on the federal level, 00:04:02.30\00:04:05.84 but it did do very well at the state level. 00:04:05.87\00:04:09.28 And I think 27 or 28 states 00:04:09.31\00:04:12.71 passed Blaine amendments attach them 00:04:12.75\00:04:15.45 to their constitution. 00:04:15.48\00:04:17.12 Seems like he was on pretty solid ground. 00:04:17.15\00:04:19.09 I mean, that's the specifically it 00:04:19.12\00:04:22.62 answers the general requirement of the First Amendment. 00:04:22.66\00:04:26.49 It does. 00:04:26.53\00:04:27.86 At least, the way we've interpreted 00:04:27.90\00:04:29.23 the First Amendment on the Establishment Clause side. 00:04:29.26\00:04:32.13 Make no law establishing religion. 00:04:32.17\00:04:35.60 You could argue about what establishing is 00:04:35.64\00:04:37.71 but to fund religions 00:04:37.74\00:04:40.11 seems to be on the other side of the logical divide. 00:04:40.14\00:04:43.28 Yes. 00:04:43.31\00:04:45.31 Yeah. 00:04:45.35\00:04:47.55 So what's going on... 00:04:47.58\00:04:48.92 Because I have become aware especially down south, 00:04:48.95\00:04:53.29 the agitation for vouchers 00:04:53.32\00:04:55.09 and for government funding of different church programs 00:04:55.12\00:04:58.16 and schools is increasing. 00:04:58.19\00:05:00.16 What's behind it? 00:05:00.20\00:05:01.53 So what's behind it is a way 00:05:01.56\00:05:04.83 that people are terming or couching 00:05:04.87\00:05:07.80 what's happening 00:05:07.84\00:05:09.17 when you can't get money to churches. 00:05:09.20\00:05:11.84 And so now people have really taken up 00:05:11.87\00:05:14.74 the call of saying, "Hey, this is discrimination." 00:05:14.78\00:05:18.31 Well, they're using straw man arguments... 00:05:18.35\00:05:20.78 Of course. 00:05:20.82\00:05:22.15 We've had the article on these rubberized chips 00:05:22.18\00:05:26.72 from old used tires is a safety thing 00:05:26.76\00:05:30.33 on playground equipment at schools. 00:05:30.36\00:05:32.09 Yes. 00:05:32.13\00:05:33.46 And I remember one church school, of course... 00:05:33.50\00:05:35.76 Trinity? Yeah. 00:05:35.80\00:05:37.13 Trinity versus Comber. 00:05:37.17\00:05:38.50 And the idea was 00:05:38.53\00:05:39.87 how could you withhold something 00:05:39.90\00:05:41.24 that would actually might endanger the children 00:05:41.27\00:05:42.74 if this church school didn't get it? 00:05:42.77\00:05:45.44 So yeah, we don't fund church schools, 00:05:45.47\00:05:48.21 but this is just a safety issue 00:05:48.24\00:05:49.64 for the concern of the young people. 00:05:49.68\00:05:51.71 But to me, that's a straw man, that's dodging the issue 00:05:51.75\00:05:54.72 and using maybe your emotional thinking 00:05:54.75\00:05:59.89 rather than the logic on it 00:05:59.92\00:06:01.26 because it doesn't mean 00:06:01.29\00:06:02.62 that if the government doesn't provide, 00:06:02.66\00:06:03.99 it doesn't mean that the kids are unsafe. 00:06:04.03\00:06:06.39 Well, the argument here is that they were going to use 00:06:06.43\00:06:08.56 this as Trinity versus Comber in Missouri. 00:06:08.60\00:06:11.90 That they were going to use this grant money... 00:06:11.93\00:06:14.24 It's about three, four years ago, wasn't it? 00:06:14.27\00:06:15.60 Yes. 00:06:15.64\00:06:16.97 Grant money to provide 00:06:17.01\00:06:18.44 the rubberized playground material base 00:06:18.47\00:06:22.58 for the playground. 00:06:22.61\00:06:23.95 And the argument 00:06:23.98\00:06:25.31 was that it would not help fund religion 00:06:25.35\00:06:28.48 because the playground was secular 00:06:28.52\00:06:31.75 and anybody could come and use their playground. 00:06:31.79\00:06:35.16 Well, one level it's obvious 00:06:35.19\00:06:37.39 if people think about how money works. 00:06:37.43\00:06:39.89 If the church-run operation 00:06:39.93\00:06:43.60 doesn't have to provide that themselves, 00:06:43.63\00:06:45.33 that frees up more of their money 00:06:45.37\00:06:47.27 for their church operation. 00:06:47.30\00:06:48.90 Yes. 00:06:48.94\00:06:50.27 So it clearly is helping religion. 00:06:50.31\00:06:51.67 But they said, "You give it to everybody 00:06:51.71\00:06:54.68 except for churches, 00:06:54.71\00:06:56.04 and we feel like that's discriminatory." 00:06:56.08\00:06:58.15 But let's see what churches do and don't do. 00:06:58.18\00:07:01.55 Churches are exempt from taxed. 00:07:01.58\00:07:03.65 I was about to say that. 00:07:03.69\00:07:05.02 They get a certain advantage 00:07:05.05\00:07:06.39 that it's not given to everybody. 00:07:06.42\00:07:07.76 Right. 00:07:07.79\00:07:09.12 And so churches say, "We don't want to pay taxes, 00:07:09.16\00:07:11.69 but we don't mind taking money out of the tax coffers." 00:07:11.73\00:07:15.00 Now which one do you want it to be, either or? 00:07:15.03\00:07:18.63 So it's an argument that doesn't work for me. 00:07:18.67\00:07:21.44 In fact, there's even a good argument 00:07:21.47\00:07:23.14 the way in the churches don't really inherently like, 00:07:23.17\00:07:27.18 but there is an argument that the churches 00:07:27.21\00:07:29.14 shouldn't even have the tax exemption. 00:07:29.18\00:07:31.31 There is that argument. Yeah. 00:07:31.35\00:07:32.78 That is favoritism is shown to the churches. 00:07:32.81\00:07:35.75 Yes. 00:07:35.78\00:07:37.12 And saying the Satanists are in the medieval era 00:07:37.15\00:07:38.72 when the church was the privileged child 00:07:38.75\00:07:40.72 of the state. 00:07:40.76\00:07:42.09 Well, and I think we've got the case 00:07:42.12\00:07:44.66 coming through on the 00:07:44.69\00:07:49.53 parsonage allowance. 00:07:49.56\00:07:51.03 You know, should the government 00:07:51.07\00:07:53.03 give parsonage allowances to pastors? 00:07:53.07\00:07:56.34 That's a hot issue with me. 00:07:56.37\00:07:59.61 I'm sure most pastors will tell you 00:07:59.64\00:08:03.01 that's a hot issue with them. 00:08:03.04\00:08:04.38 No, it's hot issue with me 00:08:04.41\00:08:05.75 because I can't claim anything 00:08:05.78\00:08:07.38 since, I don't have a high mortgage. 00:08:07.42\00:08:08.98 Oh, okay. 00:08:09.02\00:08:10.35 Well, you do have to meet that certain number 00:08:10.39\00:08:15.36 that they've got. 00:08:15.39\00:08:17.19 And some of these dynamics 00:08:17.23\00:08:18.66 that we've inherited like I said... 00:08:18.69\00:08:20.10 I mean, you can clearly chase all... 00:08:20.13\00:08:23.57 Trace a lot of this back to even pre-reformation times 00:08:23.60\00:08:27.97 and how religion related to the state. 00:08:28.00\00:08:31.17 What we've got leftover 00:08:31.21\00:08:32.54 I don't think is necessarily harmful, 00:08:32.57\00:08:34.71 and I'm willing myself even 00:08:34.74\00:08:36.34 to sort of pass this off like the Supreme Court. 00:08:36.38\00:08:39.05 Some of these residual things, ceremonial deism, 00:08:39.08\00:08:42.38 or it's just or to really jump a big fence. 00:08:42.42\00:08:47.62 You know, the religious rights are always looking at excuses 00:08:47.66\00:08:52.19 to say this is a Christian nation. 00:08:52.23\00:08:53.56 They go to the constitution, 00:08:53.60\00:08:54.93 and I like the President has something to do with him 00:08:54.96\00:08:58.00 signing a bill, and it says Sunday's accepted. 00:08:58.03\00:09:01.07 Well, all that is just a cultural acknowledgment 00:09:01.10\00:09:04.61 that most people are worshipping on Sunday, 00:09:04.64\00:09:06.71 and it's not a day of business. 00:09:06.74\00:09:08.08 It has nothing to do with the designation 00:09:08.11\00:09:11.08 or a formal designation 00:09:11.11\00:09:12.68 by the country that this is a sacred day. 00:09:12.71\00:09:15.62 So there's just models that we've inherited. 00:09:15.65\00:09:19.12 But I think if those models are getting in the way 00:09:19.15\00:09:22.52 of separation of church and state 00:09:22.56\00:09:24.26 or religious freedom, we need to examine them. 00:09:24.29\00:09:27.03 Yeah. 00:09:27.06\00:09:28.40 And there is a bit of an argument 00:09:28.43\00:09:31.43 on tax exemptions and so on. 00:09:31.47\00:09:33.23 But to me, it's an easy one on vouchers 00:09:33.27\00:09:36.84 and other clever ways of funneling state money 00:09:36.87\00:09:40.28 through to churches which... 00:09:40.31\00:09:42.61 You know, if I was a Muslim or a Buddhist or something, 00:09:42.64\00:09:46.28 I'd be vaguely offended by my tax money 00:09:46.31\00:09:49.65 being channeled directly into the dominant religion, 00:09:49.68\00:09:52.95 which happens to be Christianity in the U.S. 00:09:52.99\00:09:55.12 Well, it's interesting, you should bring that up 00:09:55.16\00:09:56.79 because in North Carolina... 00:09:56.83\00:09:58.89 About four or five years ago, 00:09:58.93\00:10:01.90 North Carolina passed the first step 00:10:01.93\00:10:04.63 in a what is supposed to be a multi-step program 00:10:04.67\00:10:08.27 called opportunity scholarships. 00:10:08.30\00:10:11.57 This is the new name for vouchers. 00:10:11.61\00:10:14.24 So we used to call them parochial 00:10:14.28\00:10:17.35 then we called them vouchers 00:10:17.38\00:10:19.21 and now we're calling them opportunity scholarships. 00:10:19.25\00:10:22.08 And in North Carolina, 00:10:22.12\00:10:24.19 the opportunity scholarships designated about $2 million 00:10:24.22\00:10:28.02 the first year to that they made it through. 00:10:28.06\00:10:32.19 And when I quiz people when we talk about this, 00:10:32.23\00:10:36.33 and I'll ask people, "Who do you think 00:10:36.36\00:10:38.40 gets the majority 00:10:38.43\00:10:40.17 of the opportunity scholarship money 00:10:40.20\00:10:42.80 in North Carolina?" 00:10:42.84\00:10:44.71 And, you know, people will say the Baptist, 00:10:44.74\00:10:46.98 or they'll say the Catholics, or they'll say the Methodist, 00:10:47.01\00:10:51.28 they never ever say the Muslims. 00:10:51.31\00:10:55.98 But in North Carolina... 00:10:56.02\00:10:57.35 But they are so in North Carolina. 00:10:57.39\00:10:58.72 The Muslims get the first two or three years 00:10:58.75\00:11:01.32 the program ran the Muslims got over 60% 00:11:01.36\00:11:05.89 of all the opportunity scholarship money. 00:11:05.93\00:11:07.26 Interesting. 00:11:07.30\00:11:08.63 Now, you know, good luck to them on a certain level. 00:11:08.66\00:11:11.47 Yeah. 00:11:11.50\00:11:12.83 But that might be the easiest way 00:11:12.87\00:11:14.24 with some constituencies to point that out 00:11:14.27\00:11:16.94 and then it would stop real quick 00:11:16.97\00:11:18.97 because I know the intent 00:11:19.01\00:11:20.38 is not to help minorities particularly. 00:11:20.41\00:11:22.61 Right. 00:11:22.64\00:11:23.98 But it goes to the whole issue 00:11:24.01\00:11:25.41 of why we say tax dollars shouldn't go to churches 00:11:25.45\00:11:29.68 because we all disagree 00:11:29.72\00:11:31.85 with each other about our religion. 00:11:31.89\00:11:33.49 Exactly. 00:11:33.52\00:11:34.86 Across the board, 00:11:34.89\00:11:36.22 whether it be Protestants against Protestants 00:11:36.26\00:11:39.39 or Protestants against Catholics 00:11:39.43\00:11:41.13 or either Christians against Muslims 00:11:41.16\00:11:44.17 or Buddhists or whatever. 00:11:44.20\00:11:46.03 We all understand that our beliefs 00:11:46.07\00:11:49.37 will disagree with other beliefs. 00:11:49.40\00:11:51.07 And it inhibits what should be going on 00:11:51.11\00:11:53.38 the free exchange of information. 00:11:53.41\00:11:55.18 It starts to put the walls up 00:11:55.21\00:11:58.78 and misinformation bounds and so on. 00:11:58.81\00:12:01.18 I can't see anything good coming from state support 00:12:01.22\00:12:04.65 of religion through money 00:12:04.69\00:12:06.59 or even we're not leaving specific laws to uphold 00:12:06.62\00:12:11.36 and protect that religion is not good. 00:12:11.39\00:12:14.80 When the voucher bill went through Florida, 00:12:14.83\00:12:18.50 my department in the southern union 00:12:18.53\00:12:22.20 because Florida is in our territory, 00:12:22.24\00:12:24.64 we very specifically were opposed to vouchers. 00:12:24.67\00:12:28.21 And we made it known 00:12:28.24\00:12:29.68 that we were opposed to vouchers. 00:12:29.71\00:12:31.41 And one of the things 00:12:31.45\00:12:33.01 that the voucher bills did in Florida, 00:12:33.05\00:12:35.78 and this has been the caveat in some of the other areas 00:12:35.82\00:12:39.99 is that number one, 00:12:40.02\00:12:41.99 you cannot force the student 00:12:45.03\00:12:46.86 to attend your Bible class or your chapels. 00:12:46.90\00:12:50.67 You cannot cherry-pick the students you want. 00:12:50.70\00:12:55.20 So you have to take all comers with the vouchers. 00:12:55.24\00:13:00.41 There was some issue about curriculum, 00:13:00.44\00:13:03.04 whether or not you had to pass a certain curriculum 00:13:03.08\00:13:05.81 with the state 00:13:05.85\00:13:07.18 and then there were issues of hiring problems. 00:13:07.22\00:13:10.59 Well, these are all the issues of concern 00:13:10.62\00:13:12.75 running a church operation in a secular environment. 00:13:12.79\00:13:14.12 All of them.
