Welcome back to the Liberty Insider. 00:00:06.39\00:00:08.40 Before the break with, Tina Ramirez, 00:00:08.43\00:00:10.67 we were talking about the plight of number of refugees 00:00:10.70\00:00:14.09 but particularly from Iraq and particularly Christians 00:00:14.12\00:00:17.07 but some other minorities. 00:00:17.10\00:00:19.45 As they try to come here they're ironically 00:00:19.48\00:00:21.20 because of the PATRIOT Act being sort of mixed up 00:00:21.23\00:00:23.41 with those with the terrorist background. 00:00:23.44\00:00:26.10 Yeah, it's an unfortunate that our refugee process created 00:00:26.13\00:00:30.44 this ambiguous standard debars 00:00:30.47\00:00:32.15 the very people it was intended to protect. 00:00:32.18\00:00:34.21 Yeah. So in 2007 actually in order to fix this problem 00:00:34.24\00:00:38.26 because it didn't just affect Iraqi Christians, 00:00:38.29\00:00:40.82 it affected people in Burma 00:00:40.85\00:00:42.71 that have been kidnapped by the Burmese army. 00:00:42.74\00:00:44.39 It affected people in Ethiopia and Somalia 00:00:44.42\00:00:47.04 and Afghanistan and all over the world. 00:00:47.07\00:00:48.97 You're giving me ideas, we could have any number 00:00:49.00\00:00:50.81 of problems out there. Yeah. Yeah. 00:00:50.84\00:00:52.27 There's so many ongoing situations. 00:00:52.30\00:00:53.78 Essentially what it did was it created a terrorism related 00:00:53.81\00:00:56.11 inadmissibility grounds for refugee status. 00:00:56.14\00:00:59.46 And in this 3rd Tier triage category 00:00:59.49\00:01:03.60 or 3rd Tier category essentially what it did is that. 00:01:03.63\00:01:06.99 Anybody that had provided material support 00:01:07.02\00:01:10.92 to not just a terrorist group but anybody affiliated 00:01:10.95\00:01:13.88 with terrorist group could then be barred 00:01:13.91\00:01:16.57 on the triage ground. 00:01:16.60\00:01:18.21 And so I had to mention, I had written 00:01:18.24\00:01:20.75 in the Seeking Refuge article about a story of an Iraqi 00:01:20.78\00:01:23.97 or an Iranian family that is seeking refuge in Iraq 00:01:24.00\00:01:27.12 and in the United States from Iraq that had been barred 00:01:27.15\00:01:30.97 on the grounds of living in an apartment building 00:01:31.00\00:01:33.38 that was run by some communist from Iran 00:01:33.41\00:01:36.19 and because they had paid rent to the communist. 00:01:36.22\00:01:38.40 Yeah, I mean, they didn't even- 00:01:38.43\00:01:39.64 They had no idea. 00:01:39.67\00:01:41.19 They might not have been party members. 00:01:41.22\00:01:42.49 They were just basically communists 00:01:42.52\00:01:44.13 people that hated Iran. 00:01:44.16\00:01:45.68 And of course, you know people 00:01:45.71\00:01:47.06 who hate Iran are our enemies, right. 00:01:47.09\00:01:49.19 So because of that they were barred admissibility 00:01:49.22\00:01:53.66 under the terrorism- related inadmissibility grounds. 00:01:53.69\00:01:56.08 And so the problem is that this is happening 00:01:56.11\00:01:58.81 to persecuted people throughout the world 00:01:58.84\00:02:01.36 that are trying to come to United States for refuge 00:02:01.39\00:02:03.59 but because the problem like 00:02:03.62\00:02:05.15 I had said is so disproportionately affecting 00:02:05.18\00:02:07.90 Christians and other persecuting religious minorities in Iraq, 00:02:07.93\00:02:10.90 it's created a huge problem for us. 00:02:10.93\00:02:12.92 And so people that really can't go anywhere safe. 00:02:12.95\00:02:16.63 I mean if you're a Christian in Iraq, 00:02:16.66\00:02:18.18 I mean where are you going to go, 00:02:18.21\00:02:19.71 Syria, no, Egypt, no, Turkey, 00:02:19.74\00:02:21.93 no, I mean there's nowhere to go. 00:02:21.96\00:02:23.93 And not only is it a new society with all the dangers 00:02:23.96\00:02:28.58 there but not too many can take their resources 00:02:28.61\00:02:31.82 with them so they-- Right. 00:02:31.85\00:02:33.00 There were in the more and more tenuous social situations 00:02:33.03\00:02:34.98 they move around. Very vulnerable. 00:02:35.01\00:02:36.15 And so what happens is that they enter this process 00:02:36.18\00:02:38.78 to come to the United States. 00:02:38.81\00:02:40.30 And during that the interview process, 00:02:40.33\00:02:42.28 they get asked questions and part of these questions 00:02:42.31\00:02:45.28 then bar them from admissibility. 00:02:45.31\00:02:47.42 Do they know? Do you think these people 00:02:47.45\00:02:48.85 is they're well known, what are the triages. 00:02:48.88\00:02:52.24 Yeah, I mean the US, 00:02:52.27\00:02:54.09 the Department of Homeland Security 00:02:54.12\00:02:56.03 people that are interviewing them know 00:02:56.06\00:02:58.40 and that's why they send their files 00:02:58.43\00:03:00.06 into this bureaucratic black hole. 00:03:00.09\00:03:02.15 I know-but do you think these Christians, these refugees? 00:03:02.18\00:03:04.95 I'm sure that the Christians have 00:03:04.98\00:03:06.01 no idea how to get through it. 00:03:06.04\00:03:07.07 But if you are a terrorist or somebody 00:03:07.10\00:03:08.94 that is savvy enough. I'm sure-- 00:03:08.97\00:03:10.98 That's what I'm fencing for. Right, I'm sure that they know 00:03:11.01\00:03:12.68 how to get through the process. They're the innocents that are-- 00:03:12.71\00:03:14.80 But it's the innocents that are always. 00:03:14.83\00:03:16.33 Stumbling under these regulations 00:03:16.36\00:03:17.52 but probably if they knew it ahead of time, 00:03:17.55\00:03:19.14 they just not say the wrong thing. 00:03:19.17\00:03:20.59 You would be careful. But just be careful. 00:03:20.62\00:03:22.05 No, never, everybody has to be careful, I'll not say it. 00:03:22.08\00:03:24.17 Yeah. But so what happened 00:03:24.20\00:03:25.69 is that in 2007 Senator Leahy and Senator Kehoe, 00:03:25.72\00:03:30.72 a Republican and the Democrat came together 00:03:30.75\00:03:32.62 and they passed new legislation and they told President Bush 00:03:32.65\00:03:35.89 and since then they've told President Obama, 00:03:35.92\00:03:37.20 "fix this problem." 00:03:37.23\00:03:38.68 You've got thousands and thousands of people 00:03:38.71\00:03:40.89 that are in this bureaucratic black hole 00:03:40.92\00:03:42.99 that are suffering enormous persecution. 00:03:43.02\00:03:45.88 They can't get out of the country. 00:03:45.91\00:03:47.36 They have nowhere else to go because 00:03:47.39\00:03:49.04 there's no surrounding country that's going to take them 00:03:49.07\00:03:51.69 or that's going that will be safe for them 00:03:51.72\00:03:53.45 if they do get there. 00:03:53.48\00:03:54.85 And other countries take such a limited number of refugees 00:03:54.88\00:03:57.95 that really this is their only option, 00:03:57.98\00:04:00.36 we're providing life saving protection for them. 00:04:00.39\00:04:03.27 Allow them to at least go through 00:04:03.30\00:04:06.42 the process of proving their innocence. 00:04:06.45\00:04:09.03 But we don't even let them prove their innocence. 00:04:09.06\00:04:10.28 We just assume that they're automatically associated 00:04:10.31\00:04:12.37 with the terrorists and then they should 00:04:12.40\00:04:13.80 then be barred inadmissibility. 00:04:13.83\00:04:15.11 So what will happen with this initiative, by the way-- 00:04:15.14\00:04:17.13 Well, it was passed in Congress. I'll make it add here 00:04:17.16\00:04:18.26 and I'm not a paid political head 00:04:18.29\00:04:20.81 but I've been-I've long been impressed by Senator Leahy. 00:04:20.84\00:04:24.01 He has been involved in some very good initiatives. 00:04:24.04\00:04:26.66 I think he is an outstanding politician. 00:04:26.69\00:04:28.97 Well, there's been a number of really good members of Congress 00:04:29.00\00:04:31.19 that have been involved in this issue 00:04:31.22\00:04:32.67 but Leahy and Kehoe--Kehoe is no longer with the Senate. 00:04:32.70\00:04:35.74 You know they were very instrumental in trying 00:04:35.77\00:04:39.36 to convince President Bush 00:04:39.39\00:04:40.48 and then President Obama to deal with this. 00:04:40.51\00:04:42.44 Well, basically since 2007 nothing happened 00:04:42.47\00:04:45.25 and so a group of organizations got together, 00:04:45.28\00:04:48.97 a broad coalition from the Hebrew Immigrant Aid Society 00:04:49.00\00:04:51.80 which has really taking a lead 00:04:51.83\00:04:53.03 to the human rights first organization and world, 00:04:53.06\00:04:56.98 I think world vision or world relief 00:04:57.01\00:04:58.26 had to go with other organizations. 00:04:58.29\00:05:00.04 And the Becket Fund and number of groups 00:05:00.07\00:05:01.46 have come together and said, look this problem, 00:05:01.49\00:05:04.17 this refugee problem is really affecting persecuted people 00:05:04.20\00:05:09.75 in a way that it was never intended. 00:05:09.78\00:05:11.38 And so deal with the Tier 3 in the way that you want. 00:05:11.41\00:05:15.31 But allow people that are persecuted, 00:05:15.34\00:05:17.41 they have legitimate reasons for coming 00:05:17.44\00:05:19.54 and for proving their innocence. 00:05:19.57\00:05:21.18 That they have no association with terrorism 00:05:21.21\00:05:23.00 to get here and to get through this process 00:05:23.03\00:05:26.47 in the dignified manner, not one that really 00:05:26.50\00:05:28.66 treats them in a way that just causes 00:05:28.69\00:05:30.90 greater psychological-- Where they could at least, 00:05:30.93\00:05:33.09 they could, I imagine as you say when they're interviewing, 00:05:33.12\00:05:37.45 if this came up they would just sort of you know strike off 00:05:37.48\00:05:40.00 because they dumped up against 00:05:40.03\00:05:41.94 their criteria. And then they get 00:05:41.97\00:05:43.49 a letter in the mail. But at least they can 00:05:43.52\00:05:44.64 investigate further and find out-- 00:05:44.67\00:05:45.88 Right. Is this person 00:05:45.91\00:05:47.63 unconnected or connected? And most of these are so easy 00:05:47.66\00:05:49.97 but what happens is that they're interviewed in the country 00:05:50.00\00:05:51.92 and then it comes back to the US. 00:05:51.95\00:05:53.73 The bureaucracy, the checklist, 00:05:53.76\00:05:55.79 it goes this way therefore there is no going back. 00:05:55.82\00:05:58.97 So really, so over the summer actually 00:05:59.00\00:06:02.45 this broad coalition of organizations came together. 00:06:02.48\00:06:05.88 We wrote a letter to the president 00:06:05.91\00:06:07.36 and we said in light of the 60th anniversary 00:06:07.39\00:06:10.14 of the UN convention on refugees please deal with this problem. 00:06:10.17\00:06:14.93 Because this is one of the greatest problems 00:06:14.96\00:06:16.75 to refugee processing in the US right now. 00:06:16.78\00:06:19.07 And it's something that is intrinsic in the fabric 00:06:19.10\00:06:22.24 of who we're as a country 00:06:22.27\00:06:23.36 that we are heaven for persecuted people. 00:06:23.39\00:06:26.20 And so we sent the letter, there wasn't a response 00:06:26.23\00:06:30.02 but the secretary of the Department of Homeland Security 00:06:30.05\00:06:33.34 in August-- there's about 47,000 people 00:06:33.37\00:06:36.79 that are already in the US. 00:06:36.82\00:06:38.25 But after the PATRIOT Act was passed were then 00:06:38.28\00:06:40.95 barred under this triage issue from going through the process 00:06:40.98\00:06:45.34 of becoming permanent residents and citizens. 00:06:45.37\00:06:47.38 So they're not in these in detention camps I think. 00:06:47.41\00:06:50.07 No, no they had already received refugee status. 00:06:50.10\00:06:52.58 This is the absurd part about it. 00:06:52.61\00:06:53.95 They've gone through the process, 00:06:53.98\00:06:55.14 they've proved that they're innocent. 00:06:55.17\00:06:56.75 They came here and then after a year 00:06:56.78\00:06:58.34 you can appeal for permanent status. 00:06:58.37\00:07:00.11 And they were in that process but because 00:07:00.14\00:07:01.98 the PATRIOT Act passed after they came they are then 00:07:02.01\00:07:05.08 barred on some grounds that don't even exists essentially 00:07:05.11\00:07:08.58 because they were innocent people. 00:07:08.61\00:07:10.21 So we sent a letter to secretary 00:07:10.24\00:07:11.79 and we said there's 4,700 people here, 00:07:11.82\00:07:13.56 can you at least deal with them. 00:07:13.59\00:07:14.93 And then can you deal with the problem 00:07:14.96\00:07:16.20 this bureaucratic black hole across the rest the world 00:07:16.23\00:07:19.20 as well that's barring people from coming to the US. 00:07:19.23\00:07:22.35 The secretary decided to allow 4,000 00:07:22.38\00:07:24.71 of those cases to processed. 00:07:24.74\00:07:27.33 But so far she has done nothing 00:07:27.36\00:07:28.78 and so that was last August and so for the last 00:07:28.81\00:07:31.05 7-8 months nothing has happened. 00:07:31.08\00:07:34.48 So this is the real humanitarian crisis. 00:07:34.51\00:07:36.91 Oh, absolutely. I mean a lot of the people 00:07:36.94\00:07:38.62 of the 4,000-- part of their family members 00:07:38.65\00:07:41.17 are still overseas there. 00:07:41.20\00:07:42.40 I mean you've got separated families. 00:07:42.43\00:07:44.32 You've got-- and these are legitimate refugees. 00:07:44.35\00:07:46.82 They passed the stand, the bar 00:07:46.85\00:07:48.45 I mean they went through the process. 00:07:48.48\00:07:49.95 It's just because of this nefarious concept 00:07:49.98\00:07:52.34 in the PATRIOT Act that has just created 00:07:52.37\00:07:55.47 such psychological trauma and chaos 00:07:55.50\00:07:58.29 for them and their families. 00:07:58.32\00:07:59.79 A lot of history is unintended consequences 00:07:59.82\00:08:02.36 and I don't think anybody really imagines 00:08:02.39\00:08:05.73 that it would make hard, bit hard for people 00:08:05.76\00:08:08.81 with you know with refugee, religious liberty issues. 00:08:08.84\00:08:10.91 I don't think it was anyone's intention. 00:08:10.94\00:08:12.20 I don't know the answer to this even as I read your article 00:08:12.23\00:08:14.38 and as I read other things on this. 00:08:14.41\00:08:16.17 It is a hard thing because in the war on terror 00:08:16.20\00:08:20.25 which I remember Secretary Rumsfeld 00:08:20.28\00:08:22.16 said ominously that this would last our lifetime. 00:08:22.19\00:08:26.42 We can expect, you know, with the bust and bombing 00:08:26.45\00:08:29.81 and so on, the tensions arising. 00:08:29.84\00:08:32.00 You know, the reasons for this barrier in the first place 00:08:32.03\00:08:34.57 is not going to spontaneously disappear 00:08:34.60\00:08:36.48 and here these people are in limbo. 00:08:36.51\00:08:38.46 Right. It troubles me greatly. 00:08:38.49\00:08:40.65 And by the way I think I had mentioned 00:08:40.68\00:08:42.50 on this program in another context but I never told you. 00:08:42.53\00:08:46.54 Australia is battling with this not necessarily 00:08:46.57\00:08:48.86 just Christian refugees but they have long 00:08:48.89\00:08:51.13 had Iraqi refugees making their ways through 00:08:51.16\00:08:54.76 Asia ironically renting tramp steamers, 00:08:54.79\00:08:57.51 you know about this? 00:08:57.54\00:08:59.10 Scuttling them of Christmas Island. 00:08:59.13\00:09:01.02 Yeah. And Australia even sold 00:09:01.05\00:09:04.06 some of them curiously to the Island of Nauru, 00:09:04.09\00:09:07.78 $16,000 a person they paid that island to take them. 00:09:07.81\00:09:10.98 Then others still kept coming. 00:09:11.01\00:09:12.77 So they've imprisoned them in the center of Australia. 00:09:12.80\00:09:15.56 And they had the hunger strikes 00:09:15.59\00:09:17.03 where they even sealed on their mouths together. 00:09:17.06\00:09:18.99 And the country will not accept those 00:09:19.02\00:09:21.99 for some reason it impressed Australia 00:09:22.02\00:09:24.26 that they're terrorists and among them. 00:09:24.29\00:09:26.23 Well, I think this gets back to something 00:09:26.26\00:09:27.80 we've talked about earlier which is that the problem 00:09:27.83\00:09:32.82 isn't just dealing with the refugee crisis, 00:09:32.85\00:09:36.08 it's will let up to that. 00:09:36.11\00:09:37.53 And the chaos that's happening in the Middle East right now. 00:09:37.56\00:09:40.33 And if you don't have a policy for any country 00:09:40.36\00:09:43.69 in the west that looks at the broader picture 00:09:43.72\00:09:46.13 of the human impact of your actions 00:09:46.16\00:09:49.13 then this is what we can expect. 00:09:49.16\00:09:50.94 And it is difficult for countries to take 00:09:50.97\00:09:53.65 in a lot of new populations and it's difficult 00:09:53.68\00:09:55.94 for surrounding countries to integrate them 00:09:55.97\00:09:57.85 in their communities when they're going through 00:09:57.88\00:09:59.56 so much chaos right now as well. 00:09:59.59\00:10:01.49 And so it really is incumbent upon us to deal 00:10:01.52\00:10:03.68 with what we can right now which is this triage problem 00:10:03.71\00:10:05.93 to take the ones in that have legitimately gone through 00:10:05.96\00:10:09.01 this process and that are refugees that are, 00:10:09.04\00:10:11.77 that aren't international security threat in anyway 00:10:11.80\00:10:13.79 that are innocent and they can't remain where they are. 00:10:13.82\00:10:16.19 As a matter of principle. As a matter of principle. 00:10:16.22\00:10:18.19 I mean it's not going to destabilize American life 00:10:18.22\00:10:19.92 and we're running out of time. Right. 00:10:19.95\00:10:21.28 But, you know, like Jordan I heard the numbers 00:10:21.31\00:10:24.60 in the millions where refugees 00:10:24.63\00:10:26.21 that are flooding in the Jordan. 00:10:26.24\00:10:27.37 That will destabilize that country. 00:10:27.40\00:10:29.04 Oh, absolutely. And they've been 00:10:29.07\00:10:30.10 welcoming to them. It already is destabilizing 00:10:30.13\00:10:32.02 in these countries, I mean 00:10:32.05\00:10:33.25 with Syria, with Lebanon, with Jordan its-- 00:10:33.28\00:10:35.67 So we're living through a massive historical shift 00:10:35.70\00:10:38.44 in that part of the world that we probably 00:10:38.47\00:10:41.14 will not see anything like that in our lifetimes again. 00:10:41.17\00:10:43.79 Yeah and going back to the comment that the person 00:10:43.82\00:10:46.51 in Syria had mentioned to me they don't really know 00:10:46.54\00:10:49.42 if they will be able to remain there 00:10:49.45\00:10:51.28 any longer with the chaos there. 00:10:51.31\00:10:53.04 I think that what we have to do is really consider 00:10:53.07\00:10:56.98 reaching out to secretary Napolitano 00:10:57.01\00:10:58.78 and president and urging him to deal with this triage problem 00:10:58.81\00:11:01.94 to allow those people that have gone through the process 00:11:01.97\00:11:04.66 to prove their innocence and to receive 00:11:04.69\00:11:07.90 the lifesaving protection that refugee status provides them. 00:11:07.93\00:11:10.74 So we can at least save the few. 00:11:10.77\00:11:14.61 Babylon is about 50 miles south of Baghdad. 00:11:14.64\00:11:18.43 For those that are interested in such things 00:11:18.46\00:11:20.69 and if you're interested in the Old Testament, 00:11:20.72\00:11:22.50 you'll remember that the Jews were captive in Babylon 00:11:22.53\00:11:25.55 for quite about 70 years. 00:11:25.58\00:11:27.71 But eventually they had to leave and they dispersed 00:11:27.74\00:11:30.74 not just back to their homeland but all over the world. 00:11:30.77\00:11:33.78 Today we're seeing a similar phenomenon 00:11:33.81\00:11:36.23 after the invasion of Iraq by the United States. 00:11:36.26\00:11:40.33 The formally well protected Christian minority 00:11:40.36\00:11:43.67 there ironically are now being dispersed 00:11:43.70\00:11:46.01 as refugees all over the world. 00:11:46.04\00:11:48.47 It's a rather ironic and sad statement to suggest 00:11:48.50\00:11:53.45 that far too few of them are allowed 00:11:53.48\00:11:55.68 to settle in the United States. 00:11:55.71\00:11:57.74 The precipitator of the cataclysm 00:11:57.77\00:12:00.13 and also a country that is long stood 00:12:00.16\00:12:02.50 for religious freedom and had been a welcoming heaven 00:12:02.53\00:12:05.52 for refugees particularly those from religious persecution. 00:12:05.55\00:12:09.60 We do hope and I'm sure you'll pray 00:12:09.63\00:12:12.18 with me that such refugees with such sensibilities, 00:12:12.21\00:12:16.76 ancient Christian populations from an old land 00:12:16.79\00:12:23.18 to find a homeland, a new home to practice their faith. 00:12:23.21\00:12:29.61 For Liberty Insider, this is Lincoln Steed. 00:12:29.64\00:12:32.56
