is Hope In Motion. 00:01:38.29\00:01:40.83 Anita, this year 00:01:52.91\00:01:54.44 Operation Child Rescue is going to be involved on a new project 00:01:54.48\00:01:59.25 and that's a project based around beggary, 00:01:59.28\00:02:03.49 children begging 00:02:03.52\00:02:04.99 and this effectively is trafficking 00:02:05.02\00:02:08.42 because these children are trapped 00:02:08.46\00:02:10.63 in the life of a beggar. 00:02:10.66\00:02:13.09 Just tell us about it. 00:02:13.13\00:02:15.00 If you go to a third world country, 00:02:15.03\00:02:16.67 you see it. 00:02:16.70\00:02:18.03 But just tell us about beggary and how the people involved, 00:02:18.07\00:02:22.47 what they do and how they become trapped? 00:02:22.50\00:02:26.07 Well, children begging on the streets 00:02:26.11\00:02:28.74 is a very common sight. 00:02:28.78\00:02:30.55 And most people tend to kind of ignore it 00:02:30.58\00:02:33.62 or they give something and then kind of feel, 00:02:33.65\00:02:36.72 you know, good about it that they've done their bit. 00:02:36.75\00:02:39.39 But what we realized 00:02:39.42\00:02:40.79 as we looked at children begging 00:02:40.82\00:02:42.49 and this whole aspect of children 00:02:42.52\00:02:45.53 being trafficked for beggary, 00:02:45.56\00:02:48.13 we realized how tricky the situation is 00:02:48.16\00:02:51.87 because we find these children, 00:02:51.90\00:02:53.23 more often than not, they are younger than 10 years, 00:02:53.27\00:02:56.60 some of them babies, 00:02:56.64\00:02:57.97 and they usually are with some adult. 00:02:58.01\00:03:00.38 So you assume that they are a relative or a parent 00:03:00.41\00:03:03.04 or a family member. 00:03:03.08\00:03:05.05 What we realized is that many of those children 00:03:05.08\00:03:07.92 don't belong with those adults 00:03:07.95\00:03:09.88 and that a baby can be hired for as less than a dollar a day 00:03:09.92\00:03:13.32 and the baby is drugged. 00:03:13.36\00:03:17.53 Very often, these kids are mutilated or, 00:03:17.56\00:03:20.33 you know, just harmed, physically harmed 00:03:20.36\00:03:22.33 so they look more appealing 00:03:22.36\00:03:26.17 for the pity and for the compassion 00:03:26.20\00:03:29.10 that people would have and give. 00:03:29.14\00:03:31.17 There is a lot of money as well, Jim. 00:03:31.21\00:03:33.27 They make about $10 a day, each of those children. 00:03:33.31\00:03:38.95 So if a person, or if begging mafia had say, 00:03:38.98\00:03:43.15 10 children or 20 children, they make a good lot of money 00:03:43.18\00:03:46.62 and the children don't get to keep 00:03:46.65\00:03:48.19 any of the money that they make in a day. 00:03:48.22\00:03:50.89 So this whole issue of children 00:03:50.93\00:03:53.56 being trafficked for begging is big. 00:03:53.60\00:03:56.73 It's across India 00:03:56.77\00:03:58.33 and we are looking to find a solution to this, 00:03:58.37\00:04:00.77 to remove these children from these very abusive situations. 00:04:00.80\00:04:05.01 So what you are saying is, and it's happened to me 00:04:05.04\00:04:07.58 many, many times, 00:04:07.61\00:04:09.38 when your car stops at the traffic light, 00:04:09.41\00:04:11.91 and a woman appears 00:04:11.95\00:04:13.28 and she's got a baby in her arms, 00:04:13.31\00:04:15.52 that actually may not be her baby. 00:04:15.55\00:04:18.32 Or when a guy, a child comes up to your car, 00:04:18.35\00:04:21.96 the person standing behind him is not actually his parent. 00:04:21.99\00:04:26.03 It's someone that's using them. 00:04:26.06\00:04:28.56 Yes, exactly. 00:04:28.60\00:04:30.17 It may not be always the case but we have come across cases 00:04:30.20\00:04:34.04 where the children begging with adult 00:04:34.07\00:04:38.54 or with the person who's supposedly a caregiver 00:04:38.57\00:04:41.68 really has no relationship whatsoever with them. 00:04:41.71\00:04:46.05 We had a time when we did a rescue operation 00:04:46.08\00:04:48.72 and this lady had an infant. 00:04:48.75\00:04:51.05 So after the rescue, 00:04:51.09\00:04:52.69 the police then said, feed your baby. 00:04:52.72\00:04:55.42 The baby was crying and the lady refused, 00:04:55.46\00:04:58.73 and the police finally, you know, 00:04:58.76\00:05:00.53 they tried to cajole her, tell her all of that, 00:05:00.56\00:05:03.47 but she just refused and six hours later, 00:05:03.50\00:05:05.47 the baby was still crying, 00:05:05.50\00:05:07.14 and she was refusing to breastfeed the child. 00:05:07.17\00:05:10.24 And at that point, I said, 00:05:10.27\00:05:12.54 "I think we need to take the child away 00:05:12.57\00:05:14.54 and let's try and bottle-feed the baby." 00:05:14.58\00:05:16.54 Otherwise, you know, 00:05:16.58\00:05:17.91 the baby had just cried and cried. 00:05:17.95\00:05:20.02 And the moment we tried to take the baby away, 00:05:20.05\00:05:22.32 the lady got her hands 00:05:22.35\00:05:23.69 around the neck of that child and she said, 00:05:23.72\00:05:26.12 "I will just squeeze this baby's neck till it dies." 00:05:26.15\00:05:29.82 Now which mother, Jim, 00:05:29.86\00:05:31.39 which mother would do that to her own baby? 00:05:31.43\00:05:34.80 Yeah, yeah. 00:05:34.83\00:05:36.63 So just tell us about the plan, 00:05:36.67\00:05:39.30 just tell us how do you plan for this, 00:05:39.33\00:05:42.64 what do you actually do 00:05:42.67\00:05:44.21 and what will you do as follow up? 00:05:44.24\00:05:47.58 Well, because this is such a widespread issue 00:05:47.61\00:05:50.25 and we really don't have any model 00:05:50.28\00:05:54.35 that has previously worked with children 00:05:54.38\00:05:57.05 being forced for begging. 00:05:57.09\00:05:59.12 We are using this study, 00:05:59.15\00:06:04.09 this intervention of children forced to beg as a model, 00:06:04.13\00:06:09.76 as a replicable model that can be used 00:06:09.80\00:06:11.67 in other parts in India. 00:06:11.70\00:06:13.54 So we are covering the entire State of Karnataka, 00:06:13.57\00:06:17.61 where the children who are being 00:06:17.64\00:06:19.64 forced to beg will be photographed, 00:06:19.67\00:06:22.84 will be documented, 00:06:22.88\00:06:24.71 and based on that documentation 00:06:24.75\00:06:27.52 and evidence of them being forced to beg, 00:06:27.55\00:06:30.89 we will come up with an intervention plan 00:06:30.92\00:06:33.36 that will be specific to each child. 00:06:33.39\00:06:35.89 For example, there could be, 00:06:35.92\00:06:37.39 you know, a group of children who are begging on their own, 00:06:37.43\00:06:40.23 and who are being forced by begging mafia, 00:06:40.26\00:06:42.60 or there could be a family 00:06:42.63\00:06:43.97 that's put their children out to beg 00:06:44.00\00:06:45.33 because they have a situation at home 00:06:45.37\00:06:47.44 where the parent is unable to earn. 00:06:47.47\00:06:49.84 Or we have children who have run away from home 00:06:49.87\00:06:52.94 and are really street kids from another part of India 00:06:52.97\00:06:56.34 and are begging on the streets. 00:06:56.38\00:06:57.71 So whatever the situation, we have an intervention 00:06:57.75\00:07:01.32 that will take them off that abusive situation 00:07:01.35\00:07:04.39 on the street and put them into a rehabilitation program, 00:07:04.42\00:07:07.66 whether it's education, 00:07:07.69\00:07:09.02 or whether it's vocational training, 00:07:09.06\00:07:11.13 or some skill development, 00:07:11.16\00:07:13.03 or even BRIT school for children 00:07:13.06\00:07:15.90 who have been out of school. 00:07:15.93\00:07:17.63 And the way we have structured 00:07:17.67\00:07:19.53 this project is really over a period of a year 00:07:19.57\00:07:23.74 to complete this 00:07:23.77\00:07:25.21 and to be able to then publish that report, 00:07:25.24\00:07:27.81 because even though begging is such a... 00:07:27.84\00:07:31.65 In the face issue, 00:07:31.68\00:07:33.72 there's hardly any literature available on it. 00:07:33.75\00:07:35.98 There are no studies, there is no data available 00:07:36.02\00:07:38.95 about how many children have been trafficked for this, 00:07:38.99\00:07:41.52 so we really are looking to be a trendsetter in this issue 00:07:41.56\00:07:47.96 so that there is a model 00:07:48.00\00:07:50.20 that can be replicated across India 00:07:50.23\00:07:53.07 with the massive tourism 00:07:53.10\00:07:54.50 and the number of children begging on the streets. 00:07:54.54\00:07:57.51 So depending on the child's age and their need would be, 00:07:57.54\00:08:02.41 would determine how you would help them after the raid, 00:08:02.44\00:08:06.21 after you go, 00:08:06.25\00:08:07.58 and so you actually go and grab the children off of streets 00:08:07.62\00:08:11.75 and then take them, is that what happens? 00:08:11.79\00:08:14.12 Yes, that's pretty much what happens 00:08:14.16\00:08:17.49 but at this point we would have built 00:08:17.53\00:08:19.86 a bit of a relationship 00:08:19.89\00:08:22.23 and because we are doing it over a period of time, 00:08:22.26\00:08:24.67 so we should know the children 00:08:24.70\00:08:27.40 and where their points are of begging 00:08:27.44\00:08:29.54 and where their points are, 00:08:29.57\00:08:31.17 where they go back to rest at night. 00:08:31.21\00:08:33.34 So we would pick these children up 00:08:33.38\00:08:35.61 from either of those points, where they are begging 00:08:35.64\00:08:37.71 or where they are sleeping at night 00:08:37.75\00:08:40.78 and they would be in a form of rehabilitation 00:08:40.82\00:08:43.79 till we are able to ascertain that the caregiver, 00:08:43.82\00:08:47.19 or the parent, or the family, 00:08:47.22\00:08:49.12 or the person with them is not a perpetrator. 00:08:49.16\00:08:53.29 And if they are a perpetrator, Jim, 00:08:53.33\00:08:55.00 then there will be very strict action taken against them 00:08:55.03\00:08:57.57 because begging is an offense in India 00:08:57.60\00:09:00.87 and most people don't know it. 00:09:00.90\00:09:03.17 And so we would really like to enforce that. 00:09:03.20\00:09:05.21 We are also building a public campaign, 00:09:05.24\00:09:08.68 a media campaign that will prevent people 00:09:08.71\00:09:12.31 from encouraging begging by giving hope to them. 00:09:12.35\00:09:16.25 So where is the government, 00:09:16.28\00:09:17.95 where is the police in a program like this? 00:09:17.99\00:09:22.59 Well, there has to be 00:09:22.62\00:09:23.96 a meshing of quite a few government bodies, 00:09:23.99\00:09:27.76 the police being one of them. 00:09:27.80\00:09:29.13 They would help definitely with the rescue operation, 00:09:29.16\00:09:32.67 but it would be the department of women and child, 00:09:32.70\00:09:35.34 who would then look into rehabilitation, prevention. 00:09:35.37\00:09:39.71 Social welfare is another government department 00:09:39.74\00:09:42.58 that would come in because they have schemes 00:09:42.61\00:09:44.61 for children like these who are out of school 00:09:44.65\00:09:47.62 or who have never been to school. 00:09:47.65\00:09:49.45 So BRIT schools, the department of education 00:09:49.48\00:09:51.59 would need to come in. 00:09:51.62\00:09:52.95 We've already had some preliminary meetings 00:09:52.99\00:09:55.82 with these departments to kind of discuss this issue 00:09:55.86\00:09:58.89 and see what support we can get 00:09:58.93\00:10:00.50 and work together on this. 00:10:00.53\00:10:03.53 Well, Child Impact International 00:10:03.57\00:10:06.07 through its project, Operation Child Rescue, 00:10:06.10\00:10:09.94 I guess we are just so excited that we can northeast of India. 00:11:33.59\00:11:36.93 Bangladesh has a population of 163 million 00:11:36.96\00:11:40.90 and is actually one of the most 00:11:40.93\00:11:42.36 densely populated countries in the world. 00:11:42.40\00:11:46.03 For instance, 00:11:46.07\00:11:47.40 Los Angeles has 2,700 people per square kilometer, 00:11:47.44\00:11:53.58 but the capital of Dhaka 00:11:53.61\00:11:55.34 has 23,900 people per square kilometer. 00:11:55.38\00:12:01.38 The Adventist Church only has about 30,000 members, 00:12:01.42\00:12:05.22 but the church school system 00:12:05.25\00:12:07.06 has about 10,000 children in small village schools 00:12:07.09\00:12:11.49 and also larger boarding schools. 00:12:11.53\00:12:14.36 The main religion is Islam, 00:12:14.40\00:12:16.36 and the education is the key outreach for the church. 00:12:16.40\00:12:20.04 Bangladesh is a low-lying land on a huge area of river delta. 00:12:20.07\00:12:25.01 Late last year, Bangladesh suffered the worst flooding 00:12:25.04\00:12:28.58 in its history with over 8 million people 00:12:28.61\00:12:31.68 displaced or affected. 00:12:31.71\00:12:33.72 Thousands died in the floods. 00:12:33.75\00:12:36.35 Unfortunately, farming was devastated by the flooding 00:12:36.38\00:12:39.85 which caused food prices to skyrocket in price 00:12:39.89\00:12:43.32 and created food shortages. 00:12:43.36\00:12:45.83 In most of the country, prices still remain high. 00:12:45.86\00:12:49.76 This has put a huge financial strain 00:12:49.80\00:12:51.97 on our mission school finances. 00:12:52.00\00:12:54.44 Children are not getting sufficient nutrition 00:12:54.47\00:12:57.17 and the mission schools are really struggling financially. 00:12:57.21\00:13:01.04 As I visited the schools, they asked for help. 00:13:01.08\00:13:04.35 I also visited the villages 00:13:04.38\00:13:06.51 where the children live in the poorer areas 00:13:06.55\00:13:09.12 and they are really struggling also. 00:13:09.15\00:13:11.72 As I saw the reality of what was happening, 00:13:11.75\00:13:14.26 I realized we just had to help. 00:13:14.29\00:13:16.89 We don't normally do food appeals, 00:13:16.93\00:13:19.09 but we have no option but to help these children 00:13:19.13\00:13:22.10 and also the mission schools. 00:13:22.13\00:13:24.27 We are asking you to help us purchase 5,000 bags million people. 00:14:41.18\00:14:43.95 One-third of the people live below the poverty line 00:14:43.98\00:14:47.12 earning less than $2 a day. 00:14:47.15\00:14:49.18 Although major efforts are being made 00:14:52.09\00:14:54.09 to alleviate poverty, 00:14:54.12\00:14:55.46 in rural villages, life is a struggle. 00:14:55.49\00:14:57.96 In an agrarian society, natural calamities 00:14:57.99\00:15:01.13 like droughts and floods can have disastrous 00:15:01.16\00:15:03.67 consequences on their daily lives. 00:15:03.70\00:15:05.43 In a world where finding food 00:15:05.47\00:15:07.20 and other basic necessities is a primary objective, 00:15:07.24\00:15:10.31 the need to educate their children is almost irrelevant. 00:15:10.34\00:15:14.91 Well, Child Impact wants to expand its work 00:15:14.94\00:15:17.58 in the country of Bangladesh. 00:15:17.61\00:15:19.61 Bangladesh is one of the poorest countries 00:15:19.65\00:15:21.62 in the world. 00:15:21.65\00:15:22.98 The number of people in Bangladesh 00:15:23.02\00:15:25.09 to its per square mile 00:15:25.12\00:15:27.69 is one of the most dense in the world, 00:15:27.72\00:15:30.06 the poverty there is huge, 00:15:30.09\00:15:32.69 and so Child Impact is very excited 00:15:32.73\00:15:35.46 that we will be expanding our work 00:15:35.50\00:15:38.03 in the schools in Bangladesh. 00:15:38.07\00:15:40.17 Education plays a vital role 00:15:42.50\00:15:44.57 in bringing children out of poverty. 00:15:44.61\00:15:46.54 But access to good education 00:15:46.57\00:15:47.98 is hard for children and families 00:15:48.01\00:15:49.71 in rural communities in Bangladesh. 00:15:49.74\00:15:52.48 We know that education is important 00:15:52.51\00:15:54.28 throughout the world. 00:15:54.32\00:15:55.68 For people who don't have those opportunities, 00:15:55.72\00:15:58.35 who are disadvantaged, 00:15:58.39\00:16:00.26 someone needs to give them a hand 00:16:00.29\00:16:02.52 because they fall through the cracks 00:16:02.56\00:16:05.03 and we want to plug those holes out. 00:16:05.06\00:16:08.20 So for children here, if they don't have access to education, 00:16:08.23\00:16:12.77 then the only prospect for the future 00:16:12.80\00:16:16.37 is to be in employment 00:16:16.40\00:16:20.14 that's not really that rewarding 00:16:20.18\00:16:22.51 and the future doesn't look bright for them. 00:16:22.54\00:16:25.35 Competition for work within education 00:16:25.38\00:16:28.32 is really so strong that without one, 00:16:28.35\00:16:31.52 they can't access the opportunities in life. 00:16:31.55\00:16:33.62 In the Seventh-day Adventist school system in Bangladesh, 00:16:36.89\00:16:39.89 there are nearly 10,000 students 00:16:39.93\00:16:41.73 and only 20% of these children are paying students. 00:16:41.76\00:16:45.03 The remaining majority are either sponsored 00:16:45.07\00:16:47.37 or seeking sponsorship. 00:16:47.40\00:16:49.17 This is where an organization like Child Impact 00:16:49.20\00:16:51.77 has a huge impact in Bangladesh. 00:16:51.81\00:16:54.91 The country of Bangladesh has an enormous population 00:16:54.94\00:16:58.58 squeezed into a very small area and territory. 00:16:58.61\00:17:02.92 And Child Impact is making an impact there 00:17:02.95\00:17:05.95 in helping with schools in Bangladesh. 00:17:05.99\00:17:10.09 00:17:32.81\00:17:35.02 coming from poor communities in the area. 00:17:35.05\00:17:37.95 About 8 to 10 years ago, some large donors 00:17:37.99\00:17:40.92 really invested in the church education 00:17:40.96\00:17:43.96 in Bangladesh. 00:17:43.99\00:17:45.39 They established some very special 00:17:45.43\00:17:48.20 large boarding schools. 00:17:48.23\00:17:49.66 Now they established them in very rural and poor areas, 00:17:49.70\00:17:54.60 and so now there is a huge need 00:17:54.64\00:17:57.17 for these schools to have support 00:17:57.21\00:17:59.61 to sponsor children and support them financially 00:17:59.64\00:18:02.88 so that they continue. 00:18:02.91\00:18:04.41 To be honest, they are under a lot of financial pressure 00:18:04.45\00:18:07.75 because the communities
